Description
Combine Synposis/Solicitation Notice - NAIC code 562910 for procurement to perform a remedial action for lead-contaminated residential property surface soil at the Madison County Mines Superfund site (Operable Unit 3 (OU-3). The selected remedy conisist of excavation and disposal of lead-contaminated residential soil and gravel which have been determined to have lead concentrentrations greater than 400 parts per million (ppm); replacement of the contaminiated material with "clean" fill and soil or gravel; and revegetation of the area. All actions shall be conducted with respect a prioritization ranking system. The remedial action shall be conducted consistent with the OU-3 Interim Record of Decision (ROD) issued in July 2008, relevant EPA policies (including, but not limited to, OSWER 9285.7-50, Superfund Lead-Contaminated Residential Sites Handbook, August, 2003), and the PWS. Remediation is being conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. These services shall be performed at multiple properties across Madison County in Missouri. EPA anticipates issuing a firm fixed price contract with performance incentives for these services. Estimated dollar value for this procurement is $11,000,000 to 16,000,000 of Recovery Act funds for the first two years. If option year is exercised will be "subject to availability of funds.
