Description
CLOSE QUARTER SKILLS TRAINING This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Proposals (RFP); solicitation number is H92240-09-R-GN47, and a firm fixed price, with a base year period of 10 months and 4 option years is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30 effective 17 February 2009. The North American Industrial Classification Code (NAICS) 611699 applies with a business size standard of $7.0 million. This procurement is set aside 100% for small businesses. Single award is contemplated. FOB Points are identified as Destination for CLINs 0001 THROUGH 4002. All responsible sources may submit a proposal which shall be evaulated by the agency. Naval Special Warfare Command (NSWC) is an Echelon Three Command that provides formalized basic and advanced training to Naval Special Operations Forces, U.S. Special Operations Forces and designated allied personnel. NSWC is a subordinate command of Commander, Naval Special Warfare Command (CNSWC) and is located in Coronado, California. Mission Essential Task Lists (METLs) developed and instituted by CNSWC requires training of SEALs and Special Warfare Combatant Crewman (SWCC) personnel in armed close quarter skills. NSW missions expose SEAL and SWCC personnel to a high probability of close contact, planned or incidental, with combatants and/or noncombatants. All persons encountered must be controlled with appropriate and justifiable force in accordance with the Rules of Engagement (ROE) established for that specific operation; ROE vary for different missions and politically sensitive operations. Individual and Unit close quarter skills are essential for progressive development of Close Combat skills and special operations primary activities including Direct Action, Special Reconnaissance, Combating Terrorism and Foreign Internal Defense.
