- On or about Monday, June 8, 2009, plans and specifications will be available at a non-refundable cost of $125.00 per set (CERTIFIED CHECK OR MONEY ORDER, PAYABLE TO DISBURSING OFFICER, U.S. POSTAL SERVICE) from Susan Lam, USPS Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT 06006-0300. Plans may be picked up at this address between 8:00 a.m. and 5:00 p.m., Monday through Friday, OR by requesting this solicitation package IN WRITING from USPS Northeast Facilities Service Office, Attention: Susan Lam, 6 Griffin Road North, Windsor, CT 06006-0300. Work includes but is not limited to providing all material, labor, and equipment necessary to repair masonry with associated railings, roofing, painting, plaster, mechanical and electrical work at the Lynn Main Post Office, 51 Willow Street, Essex County, Massachusetts. The estimated cost of the work is between $900,000 and $1,200,000, with construction completion no later than Two Hundred Seventy (270) calendar days after receipt of Notice to Proceed. Award of this contract will be based on qualifications, price, and acceptable company health and safety plan. There will be a PRE-PROPOSAL MEETING for this project on site FRIDAY, JUNE 26, 2009 at 9:00 A.M. Attendance is not mandatory but strongly recommended. On-site visits can be arranged by contacting Mike Semertgakis, USPS Manager, Maintenance, at (781) 586-9017 twenty-four hours in advance. Technical inquires are to be addressed to the USPS Project Manager Robert Behenna at (603) 427-6284 or Project Architect James McKinnell of McKinnell, McKinnell & Taylor, Inc. at (781) 878-6223. This is not a formal invitation for bid, therefore, no bid bond or proposal guarantee bond is required. All offerors are required to submit a company health and safety plan which will be part of the evaluation process. Prior to award the successful contractor will be required to submit a project-specific safety plan acceptable to the USPS Contracting Officer. In accordance with USPS contracting requirements, awards exceeding $500,000 require the successful contractor to submit a viable Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice-to-Proceed is issued. The successful contractor is expected to recruit subcontracting proposals from minority, woman-owed and small businesses for the plan to be accepted and will be required to report accomplishments on a quarterly basis. Since construction time will exceed sixty (60) days, contractor is bound by Contractor’s Screening Requirements. PROPOSALS ARE DUE TUESDAY, JULY 7, 2009 NLT 4:00 P.M.
