Description
Arizona Register of Wage Determinations under the Service Contract Act Set aside: Small Business, Small Disadvantage Business, Women-Owned Small Business, HUBZone, Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the IHS - Four Corners Regional Health Center. This Sources Sought Notice (SS) is for information purposes only and shall not be construed as a solicitation or as an obligation on the part of Navajo Area Indian Health Service (IHS). The acquisition strategy for this procurement has not been finalized and is subject to change based on the responses received from the sources sought notices. The Government does not intend to make an award on the basis of this sources sought notice or otherwise pay for information solicited herein. The applicable NAICS code is 221310, which applies to industry primarily engaged in Water Supply and Irrigation Systems. The following information is provided to assist the Indian Health Service in conducting Market Research of Industry to identify potential contractors for this effort. Statement of Work - Electro coagulation Arsenic Removal System Pilot Test for the IHS - Four Corners Regional Health Center (FCRHC) Facility Domestic Water Supply The current domestic water supply for the IHS - FCRHC and associated quarters is out of compliance with the Environmental Protection Agency's (EPA) Maximum Contaminant Level (MCL) for arsenic. The arsenic level of the water delivered to the FCRHC facility is currently averaging 22 parts per billion (ppb) and the EPA's current arsenic MCL is 10 ppb. The current arsenic MCL was implemented in February 2006 after the EP's research showed that the then current arsenic MCL of 50 ppb allowed unacceptable chronic exposure risks. Since the facility was designed and approved prior to the reduced arsenic MCL mandate, no provisions for arsenic removal were included in the FCRHC project requirements. Water chemistry can vary dramatically from one domestic water source to the next. Depending on the pH and the combination of minerals dissolved in the water, the most cost effective water treatment strategy used meet the EPA's mandated MCL's can change from one type of technology to another. To verify that these different technologies being marketed for water treatment are safe and effective, the EPA has created the "Environmental Technology Verification" (ETV) testing and certification procedure. Prior to selling equipment for use in public water systems for reducing EPA regulated contaminants, equipment suppliers must receive an EPA ETV verification report showing that their equipment has been tested and meets the EPA's standards for removing specific regulated contaminants. A successful bench-scale test of an elect coagulation (also known as electrofloculation) treatment system has been shown to reduce the arsenic level in the sample of domestic water from the FCRHC facility that was tested. To generate the construction and operating data required for an on-line, full scale system, and on-site pilot test is needed. A portable and self contained small scale water treatment plant designed and instrumented specifically to generate this information is needed to be brought on-site for a test to provide this data. The proposed pilot test requirements are outlined below: The contractor will provide all necessary equipment and manpower for a pilot test using a self contained EPA verified arsenic removal system at the FCRHC. The contractor will locate the system near the FCRHC mechanical room in the parking area, which is accessible by transport vehicles. The required utilities will be provided by the Government to the contractor for the duration and purpose of the test at no cost. All water quality analysis required during the pilot test will be provided by the contractor. All water analysis for the pilot test will be completed by an EPA certified water analysis laboratory and all analysis results will be available to the Government upon request. At the completion of the test a report will be provided by the contractor to the Government that will provide: An accurate equipment list for a full scale water treatment facility sized to treat all domestic water used at the Four Corners Regional Health Center; An accurate account of electrical requirements for the full scale facility; Water recovery rate (percent of backwash water required); Treatment cost of the water per 1,000 gallons of water treated. This includes the cost of all utilities, consumables, and expected service contract cost; Expected sludge quantity and composition per 1,000 gallons of water treated, and; Recommendations for construction and operation of the facility, particularly regarding the disposal of the sludge. As a separate submittal, proposals to supply all or part of the equipment for the full scale treatment facility and a proposal for an annual service contract for the operation and EPA certification of the facility are also required. All reports will completed and delivered to the FCRHC Facilities Manager within 3 weeks of the completion of the test. After delivery of the final report(s), the contractor will profile at least one individual knowledgeable about the water treatment systems and the pilot test results for one day of meetings about the proposed water treatment system. The meetings will be held at Red Mesa, Arizona or Window Rock, Arizona. The contract will be given at least 5 days notice prior to the meeting. The contractor shall provide all labor, tools, transportation, material, equipment, and supervision necessary to provide electro coagulation water treatment system for arsenic remediation in accordance with all applicable laws, regulations, standards, instructions, and commercial practices at Four Corners Regional Health Center located in Red Mesa, Arizona. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities (FBO) portal. It is the potential offeror's responsibility to monitor this website for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto. Please provide your companies socioeconomic information. This expertise is essential to ensure that cost, schedule, performance, and risk associated with the procurement are effectively applied in support of the IHS mission.
