Description
All quotes must be submitted electronically in order to be considered for this requirement. Submit all quotes to tbealmer@fs.fed.us. Telephone inquiries WILL NOT BE ENTERTAINED and all questions regarding this requirement or submittal requirements must be submitted via e-mail to the address above. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. The solicitation number is AG-82FT-S-09- DATAUPDATE and the requirement is issued as a request for quote (RFQ). Date posted to FedBizOpps: 04 JUNE 2009 Date posting will close: 18 JUNE 2009 The Government intends to award a Firm-Fixed Price for an hourly rate contract for data updating and database entry. The desired period of performance for the services described herein is anticipated to be 01 days after date of contract award and shall last for a period of 12 consecutive months. This contract is intended to serve an ongoing annual requirement. However, the work to be performed on an annual basis is not ongoing and is not expected to exceed the late spring and/or summer months each year. The contractor shall be required to provide the personnel necessary to complete this task within 14 calendar days of being notified that funds are available. Notification will be provided, via a contract modification document signed by the Contracting Officer. The services includes the contractor furnishing all labor, transportation, equipment, materials, supplies and supervision needed to perform the requirements as described herein. This contract will include a base year and four one-year options. The Government will not provide work space or computer/phone access for this requirement. There will be no future synopsis in the event the options included in the contract are exercised. No new work can be issued after one year following award of initial contract unless an option year is exercised. Pricing and estimated hours required to complete the requirement (based on a review of the database website and the below outline) should be provided for each CLIN listed below. Historical data for this requirement is not available. Individual requested requirements include: CLIN 0001: Base Year - Hourly rate for personnel labor and estimated number of hours required. CLIN 0002: Option Year 1 – Hourly rate for personnel labor and estimated number of hours required. CLIN 0003: Option Year 2 – Hourly rate for personnel labor and estimated number of hours required. CLIN 0004: Option Year 3 – Hourly rate for personnel labor and estimated number of hours required. CLIN 0005: Option Year 4 – Hourly rate for personnel labor and estimated number of hours required. A contract award will be made using a best value determination of price and proposed hours. REQUIREMENT C.1 GENERAL REQUIREMENTS: The Government has a requirement that the National Directory of Native Plant Materials be updated on an annual basis. The directory database itself is maintained and available on-line via a collaborative agreement with State and Private Forestry. The contractor shall be responsible for completing an annual update to the national directory of native plant materials, including contacting all nurseries/seed producers on the current list, and conducting an Internet search to ensure any new nurseries and seed producers are added to the list. C.2 SPECIFIC TASKS: C.2.1 The contractor shall access the current annual database information available at http://www.rngr.net/Applications/directory/#. Modification to the website display itself is not possible, so the contractor will need to export the database into a modifiable document format. Prior to contract commencement, the Government will provide an administrative access code that will allow the contractor to export the database into a Word document and also make the required updates/additions to the database itself. C.2.2 The contractor shall contact each nursery in the database and add/update any information that is not current. If a vendor is no longer in business that information shall be noted on the hard copy database and updated in the electronic database as well. All out-of-business nursery information shall be retained in the database. C.2.3 The contractor shall perform an Internet industry search to capture any new nurseries/seed producers who are new to the industry since the last annual update. The definition of a new nursery/seed producer for the purposes of this database is that the vendor must “produce” the plants/seeds. At least 5% of the total production has to be plant/seed species that are native to the United States and/or Canada. Any new vendors shall be added to both the hard copy and electronic database. C.3 CONTRACT DELIVERABLES: Upon completion of each annual update the contractor shall be required to present the Government with an electronic Word document that has been updated to reflect and incorporate any new vendors to the industry as well as any updated vendor information for vendors already in the database. This electronic document shall mirror the updated online database located at: http://www.rngr.net/Applications/directory/#. The deliverable is due to the Government POC (identified at time of award) no later than 90 days after commencement of work. The North American Industry Classification System (NAICS) Code is 518210 – Data Processing, Hosting and Related Services. The Size Standard is $25,000,000. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text.
