- PRESOLICITATION NOTICE : N0AA National Marine Fisheries Service Center (NMFSC) has a requirement for software and database development to 1) advance at-sea fishery data collection capabilities through the design and development of a new catch data entry system comprising graphical user interface software and new Oracle relational database elements to be incorporated into an existing data collection and archival system; 2) integrate newly developed software and database elements into the existing Fishery Resource Analysis and Monitoring Division (FRAMD) data collection system both through design strategy and the modification/upgrade of current companion data collection software and database components; and, 3) incorporate user requirements through design, implementation, and testing meetings and provide user support for deploying, trouble-shooting, and debugging newly developed software tools. The following capabilities and experience/expertise are required for key personnel with particular reference to: a. Design and development of graphical user interface (GUI) data management tools, including those for data entry, validation and audit, viewing, archival, and retrieval. b. Organization, quality control and display of fisheries research and marine environmental data, including high density data sets c. Implementation of failsafe measures for operations conducted under adverse working conditions, including contingency approaches for degraded operational conditions, and recovery from system fails. d. Development of complex, dynamic, highly interactive data entry guidance and validation procedures within gui software e. Designing for expandability f. Integration of new database structures into existing data management systems g. Incorporation of data feeds from electronic measuring equipment, especially of the type ordinarily used for data collection in fisheries research (electronic scales, length boards, barcode readers, etc.) h. Development of database interactive tools using Oracle's APEX development platform, Microsoft's Visual Studio (C#) software development platform, and Java. i. Development of web-based techniques for data entry and import, and information display j. Development of coded procedures in Oracle's PL/SQL and SQL languages k. Evaluation of design options and technical approaches, including software development platforms for fisheries science applications. l. In-person interaction with technically proficient users (fisheries scientists and technical staff) and experience incorporating such input throughout the design, development, testing, and implementation process m. Experience coordinating tasking among fisheries science groups both internal and external to the organization 1) Fisheries Science Applications programmer/coordinator The principle Fisheries Science Applications programmer/coordinator must demonstrate a minimum of ten (10) years experience designing and developing large scale database systems; five (5) years experience coordinating large scale, fisheries science applications database development; and, a minimum of three (3) years experience designing and developing fisheries science application systems. 2) Database Programmer Personnel Database programmer personnel assignments must have a minimum of five (5) years experience coding for database management systems, fisheries data management systems preferred, using Oracle programming and scripting languages (SQL and PL/SQL), C#, or Oracle's APEX development platform. Period of performance is from date of award through 14 months. The place of performance is Seattle, Washington and ALL WORK WILL BE PERFORMED ON-SITE. The North American Industry Classification Code (NAICS) is 541511 with a size standard of $25 million. A Request for Proposal (RFP) solicitation may be available on or about June 19, 2009 at http://www.fedbizopps.gov/. The estimated response due date is July 20, 2009; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of this solicitation will not be issued. The proposed contract is 100% set-aside for small business concerns.
