- The Naval Air Warfare Center Training Systems Division (NAWC TSD) at Orlando, FL has a requirement to provide supplemental support for the Navy personnel Fire Fighting Training Department stationed in the Pearl Harbor, Hawaii Fleet Concentration Area (FCA). This requirement includes providing all labor and support services necessary to deliver, operate and support the training requirement. A draft Statement of Work (SOW) is posted to the NAWCTSD Orlando Business Opportunities website at http://www.nawctsd.navy.mil/Ebusiness/BusOps/Acquisitions/Index.cfm. To access the draft SOW, click in the 2nd drop-down menu and select “Sources Sought/Market Survey Notice”. All of NAWCTSD Orlando’s current Sources Sought/Market Survey notices will be displayed on this page. Click on the link titled “Fire Fighting Training, Pearl Harbor, HI”, which will allow you to download the draft SOW. All further information regarding this notice will be posted to NAWCTSD Orlando Business Opportunities website. Please visit the NAWCTSD Orlando Business Opportunities website for any updates. The supplemental instructional services and management support (i.e. instructors [2 each] and emergency medical technician [1 each]) provided by the contractor will encompass the courses identified in TABLE A of the SOW. Areas of training include: Firefighting, Engineering Courses and other related subjects as may be directed by Navy Education Training Command (NETC), the Training Support Centers (TSC), Training Support Detachments (TSD) and the various Learning Centers. All courses are group-paced, criterion-referenced, instructor managed. Training services shall include instruction, remediation. Government Furnished Courses (GFCs), may NOT be tailored A non-commercial, Indefinate Delivery Indefinate Quantity, Firm-Fixed Price (FFP) basis contract is anticipated with a 5 year period of performance. The Government anticipates contract award in the 2nd Quarter FY 2010. The purpose of this posting is to determine if there is enough interest in this contracting opportunity for it to be awarded on the basis of competition restricted to HUB Zone businesses. Responses will be accepted from qualified HUB Zone small business concerns only. Responses should include a rough order of magnitude (ROM) price, a narrative identifying the scope of past and present (within last 3 years) relevant experience on similar contracts, indicating if it was in the USA or foreign country (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approach to filling the subject requirement. Potential sources must identify their business type (in this case HUB Zone). For purposes of reporting business size, the applicable North American industry Classification Systems (NAICS) Code for this requirement is 611710 with a size standard of $7 million. Brevity of extraneous information is desired. THIS IS NOT A REQUEST FOR PROPOSAL. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received. No contract will be awarded on the basis of offers received in response to this notice and NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. There are no other prescribed format requirements for the response to this announcement, but all firms are requested to follow the outline above. It is requested that written responses be submitted as an attached Microsoft Word document, limited to 8 pages and eight megabytes size limitations, via email in time to be received by 9:00 a.m. Eastern Standard Time on 12 June 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
