Description
RECOVERY- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. Using Recovery Act Funding, the Mobile District Corps of Engineers intends to issue an 8 (a) Sole Source, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Spectra Tech, Inc., 132 Jefferson Ct, Oak Ridge, TN 37830. Solicitation W91278-09-R-0063 is being issued to them for Professional Services for the US Army Corps of Engineers, South Atlantic Division. The services provided will be technical support, quality assurance and project management. The primary tasking will involve providing overall technical support to various hydropower and related facilities throughout the South Atlantic Division. Technical support can include Bidability, Constructability, operability, and Environmental (BCOE) and design reviews, technical and environmental plan reviews, value engineering reviews, and CADD support. Other tasks may include performing quality assurance duties, program support, such as data gathering or data entry. Small business set-asides allow for agencies to use competitive procedures to identify and select small businesses from the commercial marketplace to provide products and services to government agencies. See FAR Subpart 19.5. A number of additional small business authorities provide for agencies to make awards both competitively and noncompetitively to various types of small businesses to further the governments enacted socioeconomic policy goals. By doing so, these programs help agencies maximize small business participation in federal contracting which, in turn, helps small businesses maximize the economic benefits they provide to their communities. Accordingly, to further the aims of the Recovery Act, agencies are strongly encouraged to take advantage of authorized small business contracting programs, which may include use of noncompetitive authorities, to create opportunities for small businesses. Specifically, agency program, acquisition, and small business offices should work together in planning acquisitions to identify: (1) requirements that can be met effectively with the help of small businesses and (2) the small business contracting authority that is best suited for a given requirement. Some Task Orders under this IDIQ may be funded by the American Recovery and Reinvestment Act (ARRA) of 2009. Such Task Orders will be separately posted and identified as being Recovery Act funded, and detail any special requirements of the contractor related to the execution of such funds.
