- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(HL)-2009-155-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-32 (5/14/2009). The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute to procure the services from TTP Labtech LTD., Melbourn Science Park Melbourn, Royston Herts SG8 6EE, UK for the following: 1.Part Number: 3019-0003, 2 position deck mosquito robot for crystallography, includes: 1 pipette loader, power cable, calibration block, 1 Pilate-seal holder, 1guide book, 1 spool 4150-03020 non-sterile pipettes, 1 pack 5ul micro-reservoir strips, 1 pack 2ul micro-reservoir strips, 1 pack ViewDrop plate-seals, 1 pack of 96 Well Clear Polystyrene Microplate for hanging drop 4-position ultra low reagent holder, quantity two (2) each 2.Part Number: 3019-0030, Mosquito software license and comms installed in PC controller, quantity one (1) each 3.Part Number: NPN, Mosquito software license and comms installed PC controller, quantity one (1) each 4.Part Number: 3019-04039, 2 position plate deck humidity cover with humidifier attachment kit, quantity one (1) each 5.Part Number: 4150-03020, Spool of 26,000 pipettes at 9mm pitch (96+ well plates), quantity one (1) each 6.Part Number: 4150-03110, 8-position 2uL micro-reservoir strips for 9mm pitch (50/pack), quantity 10 each 7.Warranty shall consist of replacement of any defective component that fails due to faulty manufacture or design defects for a period of two (2) years from installation. 8.Training shall also be provided by the manufacture for up to four (4) people for a period of five (5) days. The sole source determination is based on the fact the Laboratory of Nucleic Acids conducts research on function of nucleic acids in cells in health and in disease. This acquisition is associated with studies aimed at deciphering the high-resolution atomic structures of nucleic acids and proteins. One of the techniques used to unravel the high-resolution structure of these cellular macromolecules is X-ray crystallography. This technique allows the visualization at Angstrom resolution of macromolecular structure. However, in order to get this information, the macromolecular sample needs to be crystallized to order the RNA or protein molecules in large regular arrays. This research requires a liquid handling robot for setting up small scale, high-throughput crystallization experiments in 96, 384 and 1536 - well format, because of the susceptibility of RNA to degradation by contaminants, it is necessary that the liquid dispensing unit of the robot employ disposable pipet tips. Due to severe space limitations, the footprint of the instrument cannot exceed 15 inches (width) by 19 inches (depth). The Mosquito robot manufactured by TTP Labtech allows the high-throughput screening of tens of thousands of chemically distinct conditions that give yield to high quality macromolecular crystals that are used for diffraction analysis. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations however; all responses received within seven (7) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due seven (7) calendar days from the publication date of this synopsis or by June 4, 2009, 7:30am Eastern Standard Time.
