Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment and mental health services for Federal inmates residing in the Luzerne Residential Reentry Center (Luzerne RRC), located at 600 Luzerne Street, Philadelphia, PA 19124; inmates confined in the Kintock Group Comprehensive sanction Center (Kintock, CSC), located 301 East Erie Avenue, Philadelphia, PA 19134; or on home confinement. The vendor must have two places of performance to ensure that inmates from the two residential facilities are not participating in treatment simultaneously. The location where services are to be provided should be in the city limits and within.4 miles of a bus or train route. The treatment location must be no further north that Cottman Avenue; no further east than Interstate 95; no further south than Washington Avenue; and not further west than Ridge Avenue/Kelly Drive/Schuykill Avenue. Performance periods under this contract will be for a one-year base period to begin on October 1, 2009 with four (4) one-year option periods, with service ending (if all options years are renewed) on September 30, 2014. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The contractor must have documented experience working with an inmate population and understand the criminal justice system. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated January 2009, Revised March 27, 2009, Northeast Region. A request for quotation will be available on or after June 15, 2009 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizops.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
