- This is a sources sought synopsis. This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Proposal. It shall not be construed as a commitment by the Government to award a contract as a result of this request for information. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking information on solar-powered, battery-operated taxiway edge lighting fixtures for use at existing USMC Expeditionary Airfield (EAF) training sites. At present, a unique and antiquated hard-wired system is used to provide long-term support at these installations and continued logistics support is waning. Recent advances in off-the-shelf solar, battery, remote control and light emitting diode (LED) technologies have stimulated an initiative to evaluate the possibility of installing stand-alone, solar-powered fixtures to relieve ongoing maintenance and logistics concerns. It is the intent of this initiative to install a quantity of all fixtures demonstrated to meet the performance characteristics listed below at existing training sites worldwide and monitor their performance for a period of up to one (1) year. Laboratory evaluations of individual fixtures may also be conducted during the evaluation period to verify photometric and/or environmental performance. After the evaluation period, any fixture that has exhibited satisfactory performance may be considered for integration into the NAVAIR-issued suite of EAF lighting components. Although the unique operating scenario of the EAF program prevents verbatim adherence to the published specifications of the Federal Aviation Administration (FAA) and the International Civil Aviation Organization (ICAO) in certain situations, individual technical characteristics previously established by these agencies have served as the basis for some of the following performance specifications. 1. Light source shall be light emitting diodes (LED) or other form of solid state lighting (SSL). 2. Light output (color) shall fall within the range of "Aviation Blue" as defined by SAE AS25050. 3. Light output (intensity) shall be a minimum of 2 candelas from 0 to 6 degrees vertically. Light must also be verified as being visible when viewed from 15 to 90 degrees vertically. 4. Light shall be capable of at least the following three intensity settings: 100%, 30% and 10%. 5. Proof of independent third-party verification of conformance to the photometric requirements of a "Type L-861T" fixture as defined by the latest revision of FAA AC150/5345-46 is desired, but not required. 6. Light shall be capable of operating at 100% output intensity for a minimum of 12 hours before requiring battery recharge. 7. Light output (intensity) shall remain constant throughout the entire operating period of the fixture, and shall not dim when/if battery voltage drops. Fixture shall have provisions for a "low voltage cutoff" that automatically switches the light OFF when/if the battery voltage drops to a level capable of causing irreparable damage to the battery or reduced light output. 8. Light shall have provisions for the following controls: 8a. Light shall have integral controls for ON-OFF-REMOTE-AUTOMATIC and INTENSITY settings, which are accessible while the light is installed. 8.b. When set to AUTOMATIC, light shall switch ON and OFF via an integral light-sensitive device. Light shall switch ON when the ambient lighting level falls to 35 foot-candles, and shall turn OFF when the ambient light level rises to 58 foot-candles. 8.c. Light shall be capable of being switched ON, OFF and through all intensity settings via radio remote control. A dedicated remote control transmitter, capable of controlling more than one light at a time, shall be provided, and shall have a minimum effective range of 5000 feet. 9. Power shall be provided by an internal rechargeable battery source, capable of being recharged via integral photovoltaic elements and necessary circuitry. The ability to charge the battery via an external power source is also desirable, but not a requirement. 10. Light fixture shall be considered a consumable item, with the only maintenance action being battery replacement. 11. Light fixture shall demonstrate the ability to be mounted both directly to an operating surface and by using a frangible style coupling. A sample of any unique frangible mount shall also be provided with each light fixture. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking alternative sources and no-cost Commercial Off the Shelf (COTS) samples of solar-powered, battery-operated taxiway edge lighting fixtures in accordance with the Performance Specifications detailed above. Samples may be returned after evaluation. Point of contact and return address information is also requested with the sample unit. In addition to the COTS unit, all data that is commercially available is also requested. All interested sources with qualified systems are encouraged to respond to this synopsis to identify their devices, qualifications and production status no later than 29 June 2009. Suppliers with systems that do not meet the above requirements are strongly encouraged to forward information about their systems in response to this RFI. The Government will not reimburse the respondent for any costs associated with the information submitted in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
