- This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury's Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of a for the Armed Forces Retirement Home in Gulfport, Mississippi (AFRH-G). The AFRH-G intends to acquire a contractor who can provide a full range of Physical, Occupational & Speech Pathology Therapies to its resident population. The resident population may consist of 90% males and 10% females ranging in age of 18 - 105. Typically residents who are 18 - 59 suffer with combat related injuries. Residents 60 years and older suffer with geriatric related illnesses. AFRH-G at its fullest occupancy will include a Long Term Care/ Skilled Care unit of 24 beds, Dementia Care Unit of 24 beds, Assisted Living of 60 beds, and an Independent Living Population of 492. The total population at its fullest capacity will be 600. The Contractor shall be expected to provide treatment and prevention in order to meet the needs of the residents. The Contractor shall be expected to provide a full range of physical, occupational and speech language pathology services in an environment located at AFRH in Gulfport, Mississippi. The Contractor is required to be an approved provider of Tricare Insurance, and other 3rd party insurance, and Medicare Services. The Contractor shall have the ability to bill Tricare and 3rd party payors for reimbursement of services. Residents and/or their insurance companies shall be responsible for payment of services. The Government is not responsible for payment and shall not be billed for these services. The Government will be responsible for co-payments and fees for those residents who do not have insurance. AFRH-G will identify to the Contractor those residents for which AFRH-G is responsible for payment. BPD requires this information within 30 days of this request: The name and location of your company and contact information. Provide information that clearly indicates your capability to meet the above requirements. The name and contact information for customers, current or previous, for which you have provided services similar to the ones that we require.
