Description
Document Security Form The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is contracting for a General Contractor for a new installation of a Boiler in Boulder, Colorado. This is a pre solicitation notice. The NIST Boulder Campus is continuing to upgrade and expand its current infrastructure and sites facility's in order to continue long-term support of US industrial competitiveness in the world market. The Boulder NIST Central Utility Plant (CUP) was completed in late 2008 housing steam, chilled water, and compressed air generation capacity for the site. With the addition of the new Building 1 Extension (B1E) Laboratory facility, a state of the art laboratory facility currently under construction, additional steam capacity is required. The implementation of an additional boiler and associated equipment is required in the CUP Building. The scope of work required for the new boiler and installation of equipment includes but is not limited to, one 30,000 lb/hr (min) fire-tube or water-tube boiler, exhaust stack and economizer, one 150,000 lb/hr (min) de-aerator, roll-up door and preparation, piping systems for steam, condensate, gas, water, water treatment including softener capacity and chemicals, work platforms, and as-built drawings. The solicitation will be published on or about June 15, 2009, with an award anticipated for August 2009. The estimated price range of this project is $1,000,000.00 to $5,000,000.00. A pre-proposal meeting has been scheduled for June 25, 2009 from 1:00pm - 3:00pm in Boulder, CO. Information regarding the meeting will be contained in the solicitation posting. Completion time for this project is estimated at two hundred seventy (270) calendar days after the written Notice to Proceed. All project requirements and submission information will be available on or about June 15, 2009. Source selection will be made using lowest price technically acceptable source selection process (FAR 15.101-2). The government will not pay for any information solicited. Offers that do not meet all the requirements technically or price reasonableness will not be considered. All offerors who do not meet the minimum requirements will be notified as soon as they are not in consideration any longer. Any proposal late is subject to FAR 52.214-7 Late submissions, Modifications, and withdrawls of Bids (NOV 1999). IN ORDER TO RECEIVE THE SOLICITATION PACKAGE ALL INTERESTED PARTIES ARE TO COMPLETE THE REQUEST FOR CONSTRUCTION DOCUMENTS FORM ATTACHED IN FED BIZ OPPS. ONCE THE FORM IS RECEIVED IN THE MAIL (NO FAXES ALLOWED) THE FIRM WILL RECEIVE THE SOLICITATION PACKAGE ON OR ABOUT JUNE 15, 2009. This procurement is set aside for small business concerns. The NAICS code applicable to this solicitation is 238220, and the corresponding size standard for determining whether or not a firm qualifies as a small business is $14 million in average, annual receipts (gross) over the past three years.
