- IN HOUSE ON CALL TRAUMA SURGEON SERVICES Period of Performance: 1 Jul 09 - 30 Jun 10 plus one option year 1 Jul 10 - 30 Jun 11 Requirements. The Contractor shall provide In House on Call Trauma Surgeon Services referred to as the Health Care Provider (HCP) at San Antonio Texas Department of Defense Military Treatment Facilities. Service shall be provided by qualified, licensed, and credentialed health care providers, hereinafter referred to as HCPs. The Contractor shall perform services and support compatible with the medical facility's operating capacity and equipment. Contract personnel assigned to any resultant contract from this solicitation will be required to sign a "non-disclosure" statement concerning government information Relationship of the Parties and Professional Liability. This is a personal services contract (as defined by FAR Subpart 37.104) and is intended to create an employer-employee relationship between the Government and the individual HCP only to the extent necessary for providing the health care services required under the contract. The performance of the individual HCP under this contract is subject to day-to-day supervision, clinical oversight and control by healthcare facility personnel comparable to that exercised over military and civil service HCP's engaged in comparable work. The personal services contract does not create an employer-employee relationship between the Government and any corporation, partnership, business association, or other party or legal entity with which the individual HCP may be associated. Specific Duties. The HCPs duties while providing this service shall include, but are not limited to: Participate in training of surgical residents, PAs, medical students, and contributes to clinical and basic research. Participate in resident education including Attending Ward Rounds. Provide in house weekday and weekend staff call coverage for the General Surgery and Trauma Service as outlined below. Hours of Performance. This service is required to furnish an HCP(s) to provide in house weekday and weekend staff call coverage for the General Surgery and Trauma Service. Maximum coverage may be 7 days continuous call. 1.4.2.1. The duty will be for 7 days in 28 and may include continuous call coverage (24hr/day) for the time in the MTF. Schedule will be at the discretion of the surgery department chairman, or his designee. On call is always in house call. On-call services shall not be separately priced. 1.4.2.2. Scheduled Absences. Scheduled absences shall be scheduled thirty (30) calendar days in advance and mutually agreed upon by the QA or government designated representative, and the contractor. 1.4.2.3. Staffing. The Contractor shall provide a qualified and trained HCP to cover the required hours of performance. The Contractor shall staff an HCP to meet the requirements in this PWS and ensure continuity of performance. If the HCP is absent for more than five (5) working days, the Contractor shall initiate replacement action immediately. Qualifications. The HCP shall meet the following qualification requirements: Education. The HCP shall have completed an applicable internship and surgical residency in an accredited US General Surgery Training Program as well as Surgical Critical Care fellowship and be board certified or board eligible in Surgical Critical Care. Continuing Medical Education (CME). The HCP shall keep their license/registration/certification current. Required continuing education for CME shall be at no additional cost to the Government. The HCP shall provide appropriate CME documentation to the QA or designated government representatives within one month after all CME accredited events. License and Certification Verification. The HCP/ Contractor must possess and maintain an active current; valid; and unrestricted license from a US jurisdiction before practicing independently within the defined scope of practice for their specialty. The HCP shall be board certified or Board Eligible in General Surgery and Surgical Critical Care. The HCP shall have and maintain a current Basic Life Support (BLS) certification and Advanced Cardiac Life Support (ACLS) and Advanced Trauma Life Support (ATLS). Certification certified by the American Heart Association or the American Red Cross. The Contractor shall perform all primary and annual licensure or certification document verifications for the HCP to include all replacement HCPs not requiring credentialing. The Contractor is responsible for maintaining these certifications in a current status throughout the life of this contract. Verifications shall be submitted to the government at least ten (10) working days prior to the proposed backup/replacement beginning work in accordance with attachment one (1). The Contractor shall confirm that the clinical licenses or certifications have not been suspended or revoked by any healthcare facility, public or private, anywhere in the world. This does not preclude any HCPs whose licensure or certification, although originally suspended or revoked by a healthcare facility, were subsequently fully reinstated by the same. Healthcare professionals who fail to maintain a license, registration or certification will be removed from independent practice and privileged providers will be placed in abeyance. If time exceeds 30 days of abeyance, the provider will be placed in summary suspension IAW AFI 44-119, paragraph 9.16. until the license, registration or certification is renewed. Issuing agency grace periods are not honored by the AFMS when renewing a license, certification, or registration. Experience. A minimum of three (3) years within last five (5) years actively practicing surgery, caring for acutely ill trauma patients. Skills and Knowledge. The HCP shall meet the following skills and knowledge requirements: Knowledge of a board certified general surgeon and surgical critical care surgeon with sufficient experience and skill to perform major surgical operations and treatment for all patients, including trauma and critical care patients. Possess written and verbal communication skills in order to communicate with patients, and to consult with peers and other staff members. Privileging Requirements. The credentials of the HCP shall meet the privileging requirements as outlined in the most current version of AFI 44-119, Medical Quality Operations. The Contractor shall furnish the MTF Credentialing Office with copies of the HCP's valid, current, active, unrestricted medical licenses, registrations, education training certificates, and/or certifications in accordance with AFI 44-119. In addition, copies of board certifications are required, if applicable. The HCP shall continuously maintain at least one active licensure or authorizing document from any U.S. jurisdiction throughout the life of this contract. The Contractor shall be responsible for primary source verifications of all licenses and documents. Applications for privileges shall be screened through the National Practitioners Data Bank (NPDB), Healthcare Integrity and Protection Data Bank (HIPDB) by the Contractor. The Contractor shall also screen the HCP through The Department of Health and Human Services (DHHS) at http://exclusions.oig.hhs.gov/ and TRICARE sanction listing at www.tricare.osd.mil/. The listings must be reviewed prior to entering into contract or hiring HCPs for the position. Professional staff appointments and clinical privileges are specific to the facility and the provider. An Initial Medical Staff appointment will be granted to all newly accessed HCPs for a period of 12 months. During this period, the HCP's performance will be under close review by their assigned clinical supervisor for clinical competence as well as for compliance with the facility's policies, procedures, bylaws, and code of professional conduct. Thereafter, the HCP's privileges will be reviewed/evaluated for an Active Medical Staff appointment, which is granted for a period of two years. The Contractor shall submit the HCP privileging package to the MTF Credentialing Office thirty (30) days prior to performance start date, or immediately upon employment. Any HCP failing the credentialing process will not be allowed to perform under the provisions of this contract.
