- statement of work This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with Washington State Department of Fish & Wildlife. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures The National Marine Mammal Laboratory is responsible for determining what parameters may be influencing the rate of increase of harbor seals in Washington and Oregon. These include life history information such as natality, juvenile survival, age of first reproduction, adult survival, and longevity and behavioral information such as resightability by age and sex. Contractor shall collect observational and census data in Puget Sound, including collection of dead pups, capture and marking of harbor seals in the wild. Harbor seal observation will be made in south Puget Sound at Gertrude Island, Eagle Island, Woodard Bay, and commencement Bay on land and from small boats using blinds, boats and vehicles provided by contractor. Work is anticipated to start on or around June 15, 2009 thru Dec 31, 2009. See attached detailed statement of work for a complete description of services. Washington State Department of Fish &Wildlife is uniquely qualified to fulfill the obligation of this contract because WDFW has collected observational and census data on harbor seals in Puget Sound during breeding and non-breeding season for over 10 years. WDFW has trained and experienced personnel in all aspects of the capture and handling of wild harbor seals. The government intends to negotiate a firm- fixed price contract, period of performance is six months plus one option period. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
