Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with David Ellifrit. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures Proposed contract is for upgrading of existing Cetacean Assessment and Ecology Program's (CAEP) Killer Whale photo-identification catalogue. Specifically, unique identification numbers will be assigned to individuals of separate ecotypes, "resident" and "transient", photographed in surveys conducted since the catalogues were last updated. The existing catalogues will be cross-referenced to the North Gulf Oceanic Society (NGOS) photo-id catalogue, and a joint numbering scheme will be assigned to both catalogues. Killer whale survey work by CAEP/NMML began in this region in the early 1990s, and since 2001 the extent of field studies has increased, with both survey work by CAEP and the North Gulf Oceanic Society (NGOS). One population of killer whales in this region has been designated as depleted under the U.S. Marine Mammal Protection Act, killer whales have been accused of being responsible for multiple declines of other marine mammals in Alaska, killer whales interact with and consume fish caught by both long-line and trawl fisheries in Alaska, and by-catch levels of killer whales in commercial fisheries cannot be properly evaluated because of uncertainties in population structure and abundance. Therefore, there is a strong need for collaborative studies to take advantage of this growing and extensive amount of data. Photo-identification data is the primary type of data being collected by both CAEP and NGOS, with individual whales being uniquely identified from photographs of natural markings. These data can be used to estimate abundance using both minimum count and mark-recapture methods, and to describe individual movements and distribution patterns that can be used to examine population structure. To make inference from photo-id data, it is essential to compile and maintain a catalogue of uniquely identifiable individuals, which can be easily referenced to assign individual identification numbers to each photo-id data point. David Ellifrit has worked on the photo-identification of killer whales in the North Pacific for over two decades. He has been the sole curator of the CAEP photo-identification catalogues, he has unique knowledge and visual memory of the individual whales in our study area. The government intends to negotiate a firm- fixed price contract with period of performance of twelve months from date of award plus three option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
