Description
1. NASA/GRC has a requirement for: One each, proof-of concept exciter to be builtprimarily of existing spare parts leftover from previous proof-of-concept exciter workpreviously performed under contract #NNC06CB64C with Aerojet General Corporation ofSacramento, CA.a. This new exciter shall incorporate all physical features, materials, and allperformance characteristics as necessary to be compatible for hot-firing the FOOFinjector version of the Aerojet 100 lbf thrust, LOx/Methane Reaction Control Engines(RCE) previously delivered to NASA under this same contract.i. Features and performance characteristics shall include but are not necessarily limitedto:1. 0.20 inch diameter button tip electrode.2. Forty (40) milli-joule output.3. Nominal 200 sparks per second.b. At a minimum, the vendor shall conduct the same performance tests on the new exciteras those performed on the previously delivered proof of concept units.The vendor shalldeliver the performance test data to NASA.2. The contractor shall provide an Exciter-Adapter s needed to install the new exciter(described in #1 above) on the Aerojet 100 lbf thrust, LOx/Methane RCE and provideadequate clearance for the RCE valves in their standard positions.a. Adapter quantity to be delivered: 2 each.b. To the greatest extent feasible, all parts of this new exciter/adapter assembly thatextend into the RCEs igniter bore, shall be optimized to the same the geometry of, andthe same void volumes created by, the spark plugs that were previously used in testing atWSTF.3. In addition to the Exciter-Adapter, the contractor shall provide a bracket tostabilize the new exciter on the Aerojet 100 lbf thrust, LOx/Methane RCE. The bracketshall provide adequate clearance for the RCE valves in their standard positions.4. Two each, adapters as required to install the previously delivered proof of conceptexciter (75 milli-joule unit with 0.25 electrode button diameter) on an existing,Aerojet Lox/Methane, stand-alone igniter assembly from the 870 lbf Aerojet engine.5. Two each, adapters needed to install the previously delivered proof of concept exciter(75 milli-joule unit with 0.25 electrode button diameter) on the 5500 lbf Lox/Methane,Aerojet Ascent Main Engine.6. Tools for determining the proper installation depth of theexciter button tip withinthe igniter bore (thus guiding choice of gasket thickness) for the followingapplications:a. Aerojet 100 lbf thrust, LOx/Methane RCE.b. Aerojet Lox/Methane, stand-alone igniter assembly from the 870 lbf Aerojet engine.c. 5500 lbf Lox/Methane, Aerojet Ascent Main Engine.7. Spare copper gaskets of proper thicknesses to seal the appropriate exciter-adapterassembly to each of the applications below. Deliverable quantity ; 6 of each applicablegasket thickness to fit the following hardware:a. Aerojet 100 lbf thrust, LOx/Methane RCE.b. Aerojet Lox/Methane, stand-alone igniter assembly from the 870 lbf Aerojet engine.c. 5500 lbf Lox/Methane, Aerojet Ascent Main Engine.8. NASA/GRC intends to purchase the items from Aerojet General Corporation as required tocomplete one additional proof-of-concept exciter (using existing, unfinished, sparehardware leftover from an earlier phase of the project) and exciter adapters, specialtools, and spare gaskets needed. The associated services and products shall supporteffort which includes design, development, and a proof of concept test article.In addition, Aerojet and/or its subcontractor, Unison Industries, is to functionally testthe exciter, and provide the test data to NASA. The exciter and adapters are unique rocket engine components that must fit custom made,prototype engines that Aerojet has already delivered to NASA, thus it would beimpractical for another company to finish or build the new exciter and adapters.Aerojet's subcontractor, Unison Industries, has already built and delivered two almostidentical exciters to NASA as part of the base contract, for an ongoing advanceddevelopment program. For continuity of the development program, and for the test datausing the new exciter to be relevant to the test data gathered to date on previousbuilds, the new exciter must be technically equivalent to those previously delivered byAerojet & Unison, and must be tested in the same manner at Unisons facility prior todelivery. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 11, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
