- This is not a solicitation, but a notice of Contract Action. The US Naval War College has a requirement for a one year membership in the New England Complex Systems Institute (NECSI). Naval War College representatives will participate in research programs, meetings, conferences and workshops. Membership supports ongoing research and educational programs, and includes discussion forums, conferences, research and publications, and practical applications. This purchase is considered a Sole Source to NECSI: therefore no solicitation will result from this announcement. The Periof of Performance for the resulting contract shall be 01 September 2009-31 August 2010. Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed price contract to New England Complex Systems Institute. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(a)(2), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. This announcement is not a request for competitive quotations. Inquiries should be directed no later than 1:00 p.m. (EST) June 12, 2009, referencing N00124-09-Q-0342, to Ms. Marian Gleeson, Contracting Officer at marian.gleeson@nwc.navy.mil. The government will review all responses. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for the procurement is 541720, and the small business size standard is $6.5 million.
