Description
Sole Source SynopsisDE-AF52-09NA29414 May 27, 2009 The Department of Energys (DOE) National Nuclear Security Administration (NNSA) intends to award a contract to Atomic Energy of Canada, Limited (AECL) Technologies, Incorporated by means of other than full and open competition pursuant to 41 U.S.C. 253(c)(1), Only One Responsible Source, in support of the DOE NNSA Office of Fissile Materials Disposition, International Program Office. This procurement is for a twelve (12) month firm fixed price (FFP) follow-on contract to DOE NNSA Contract DE-AC03-99SF21794 for the nuclear waste storage and disposal. The waste is currently in temporary storage. AECL will prepare the waste to be suitable for long term and permanent storage and move the waste to a separate Long Term Storage Waste Management Area. AECL Technologies, Inc. as the current incumbent has the combined training, experience, and expertise for the storage and disposal of the nuclear waste. AECL has possession and title to the waste. AECLs facilities are needed to prepare the waste for long-term storage. Due to these factors and the time and substantial duplication of costs involved in procuring and phasing in another contractor, AECL Technologies, Inc. is considered the only contractor that can meet DOE NNSAs needs given the short period of performance. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. local time on June 11, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.
