Description
The Federal Aviation Administration (FAA) Airport Technology Research and Development Team's Operation of New Large Aircraft (NLA) Research Program, is issuing this Request for Information (RFI) to evaluate specialized Aircraft Rescue and Firefighting (ARFF) vehicles and equipment that are capable of aiding firefighters in gaining access to aircraft doorways from the ground. Traditional ground ladders used for accessing aircraft can be dangerous to climb, extremely difficult to secure to the airplane, require multiple firefighters to setup, and do not always reach the desired doorway exit. Some airports have structural ladder trucks, sky lifts or air stairs, but these vehicles take time to deploy and were not intended for ARFF operations. The FAA is seeking information on vehicles, methods, or technologies that could provide firefighter access and/or passenger evacuation to a variety of aircraft, including NLA such as the Airbus A380 and Boeing 747-8. Of particular interest are vehicles which can quickly deploy and be able to accommodate a variety of aircraft exit door orientations, including second level access. The FAA may also consider evaluation of access/evacuation vehicles that do not currently have ARFF capabilities (but have potential to be modified to accommodate this type of equipment) for use on the second level, of a double-deck aircraft. A technical review will be conducted of all responses. Responses found to be technically sound may be requested to participate in further evaluation at the FAA's NLA Fire Test Site at Tyndall Air Force Base, Florida (just outside Panama City). Responses will be accepted until October 31, 2009. Both email and U.S. mail submittals will be accepted. Please send U.S. mail responses to Mr. Nick Subbotin, FAA William J. Responses should include photographs and information on the vehicle such as application, performance specifications, previous testing/uses, production status, and vehicle cost. This RFI is for information-gathering purposes only, as provided in the FAA's Acquisition Management System (AMS). This is not a solicitation or Screening Information Request (SIR). The Government does not intend to award a contract on the basis of this RFI. No solicitation document exists at this time. Financial reimbursement for use of any equipment will not be provided. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.
