Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Joint Communication Support Element (JCSE) requires two C-130 Hatch Continuous-On-The-Move (COTM) Inertial Reference Unit's (IRU). The IRU provides antenna pointing data to the Ku-Spread Spectrum Terminal. This enables the antenna to track the satellite while the aircraft is in flight along with providing the capability to operate the terminal on the ground. The 6th Contracting Squadron intends to make an award to ViaSat, 6155 El Camino Real, Carlsbad CA 92009.. Interested parties may e-mail Donald Mills at donald.mills@macdill.af.mil or telephone 813-828-1870, not later than 27 May 09; 10:00 a.m. EST. DESCRIPTION OF REQUIREMENT: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY): In accordance with FAR 6.302-1 (a) (2) (ii) (A), this enhancement is considered a follow on contract for the continued development of a major system. Use of any vendor other than ViaSat would require duplication of the IRU system, which would result in substantial duplication of cost that could not be recovered through competitive bidding. The IRU's are manufactured by General Electric, however the mounting bracket is proprietary to ViaSat and are crucial to getting this application to work on a C-130.
