- In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS) paragraph 3.2.2.4, Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The Federal Aviation Administration (FAA) intends to award a purchase order to JVN Communications, Inc. to provide the Gulf Coast Operational Support Facility (GCOSF) a technical upgrade to existing Stand-alone Interfacility Radar Simulator (SIRS) used in Standard Terminal Automations System (STARS) air traffic control test laboratory. This upgrade includes supply and installation of server chassis, Simulation Drive Replacement (SDRR), Graphical Scenario Generation Tool (GSGT) software, remote user workstation (component of server upgrade), Operating System software updates, five user licenses (hardware dependent) with twelve (12) months support. JVN owns the intellectual property rights to all SIRS applications. SIRS (formerly known as FAA Interfacility Radar Simulator or FIRS) produces National Air Space (NAS) interfacility data and multiple RADAR information, capable of reproducing this data from any supported RADAR approach control. SIRS is also used within the STARS Central Support Complex (SCSC) located at the William J. Hughes Technical Center (WJHTC) and supports several STARS test systems. SIRS and FIRS use SIM Drive System Replacement (SDRR) and Graphical Scenario eneration Tool (GSGT) at test systems located at the WJHTC and other ARTS IIE Operational Support Facilities (OSF). SIRS are an intricate part of the OSF operational structure. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above required work, and the FAA will evaluate this accordingly.
