Description
Draft Performance Work Statement The US Department of Education is conducting market research to support a national study of preschool and early elementary programs (K-3) in Title I schools. This study is intended to collect data on programs and classroom practices as well as child outcomes for the purpose of identifying programs and classroom practices associated with children's language development, background knowledge and comprehension outcomes. ED needs to determine if there are small business sources with all of the following areas of knowledge, capabilities and successful experience: * Substantive knowledge of and experience with research on early childhood language development and early reading. * Expertise in the selection and development of valid and reliable measures of early childhood programs, classroom practices, and student outcomes. * Capacity to conduct large-scale data collection efforts (nationwide in at least 100 schools on teachers, classrooms, and students in each school) over a short time frame (2-3 month data collection periods). * Experience conducting credible quantitative data analyses of implementation and outcomes. * Successful experience designing and conducting evaluations of implementation and outcomes in eduction settings, including preschool settings. * Adequacy of time commitment and evidence of successful work in the aforementioned areas and with conducting previous studies of a similar nature. * No conflict of interest that would call into question the independence of the study. Please provide evidence of the above referenced knowledge, capabiilities, and successful experience. Examples could include descriptions of previous studies you have worked on and your specific role. Also specify whether you are a small business and the status (for example 8A, SDB, Women-owned, etc.). Response are not to exceed six pages, double-spaced, and shall contain only substantive information. Please see attached Draft Performance Work Statement. This Request for Information is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of ED to acquire any products or services. ED does not intend to award a contract on the basis of this RFI nor pay for the information provided. No entitlement to payment of direct or indirect costs or charges will arise as a result of submission of responses to the RFI and ED's use of such information.
