Description
Minimum Qualifications for this requirement Design, Development, & Documentation Services for COGNOS System THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND IS FOR INFORMATIONAL PURPOSES ONLY. The Drug Enforcement Administration is seeking information from 8(a) and Small Business firms that are capable of providing design, development, and documentation for new and existing applications built under the COGNOS framework in support of the Office of Information Systems. The North American Industry Classification System (NAICS) code applicable to this requirement is 541519. The scope of work consists of:Obtain a full system life cycle support for all current and new application development projects and initiatives within the COGNOS framework. Current initiatives include the following areas: Field Management Plan (FMP) which provides a snapshot view of how each Division is performing in support of the Administrator's Vision and executing the DEA Strategic Plan, Quarterly Performance Statistics (QPS) which tracks and reports the performance of specific enforcement activities (i.e. Disruption and Dismantlement of Priority Target Organizations (PTOs) investigations, asset seizures) and efforts (case initiations, OCDETF case initiations, work hour utilization, wire interceptions)), Inspections Scored Performance Evaluation Calculation Tools (INSPECT) which provides an analytical view of agency, division and office statistics weighted according to the priorities of DEA's mission and the Administrator's vision, Centralized Evidence Reporting and Tracking System (CERTS), and Stati! stical Management Analysis and Reporting Tools System (SMARTS). As reporting requirements evolve, the initiatives will be modified to accommodate the reporting needs of Concorde and other SI systems. The support will consist of developing applications using the COGNOS 8 Business Intelligence Suite. As well as developing reporting application constructs with On Line Analytical Processing (OLAP) and interactive cubes. The development must be completed in COGNOS 8 and Oracle 10g/11g UNIX/Linux/Windows environment. Application components will include Business Intelligence (BI) reports and dashboards in COGNOS 8 Report Studio, Query Studio, Event Studio, and COGNOS Connection as well as cubes in PowerPlay and data models and packages within Framework Manager. Reporting sources will include operational systems, OLAP, and relational databases. Reports may be published in various formats to include e-mail, HTML, PDF, Microsoft Excel, CSV, and XML. The desired support will enable reporting solutions which analyze large, complex data sets with an easy-to-use, drag-and drop user interface, pivoting, and filtering. This effort has an estimated period of performance for two years._________________________________________________________________ This is NOT a notice of solicitation issuance, but rather, a request for information from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this RFI. THIS IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. Interested parties are requested to submit a capability statement not more than five (5) pages in length that demonstrates the respondent's ability to meet the requirement as specified herein. In addition, respondents shall provide a rough order of magnit! ude cost for the required support services. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Responses shall be submitted electronically (Microsoft Word for Office 2000 compatible format or PDF) or other written document. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. It is the responsibility of all interested parties to monitor this site for the release of any follow-on information to this sources sought notice. All responses shall be submitted by 3:30 P.M. Eastern Standard Time, Monday June 15, 2009.
