Description
The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) intends to award a firm fixed price contract for the below described commercial services in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6. The BBG has a requirement for a single contractor to provide a non-exclusive, non-transferable limited license to the Voice of America (VOA) for up to 2,000 photo and graphic images per month, or 24,000 per year for display on the VOA websites for the purpose of illustrating online news stories and building online news graphics and original interactive web features. The services shall consist of: 1)Photos that may be displayed on the VOA websites at a maximum resolution of 72 dpi, and a maximum size of 640x480 pixels; 2)Photos that may be archived with articles in situ; 3) Images that will be labeled on the VOA website with a photo credit; 4) Images that VOA can prominently display on their websites using terms of use that all images are copyrighted, with all rights reserved and that licensed images cannot be published, broadcast, rewritten or distributed; 5) 50 logins provided to VOA for internal sharing of photos among language services; and 6) up to 8 multimedia interactive elements as specified in more detail in the scope of work in the forthcoming Request For Proposal (RFP). The contract term will be for a period of one year from date of award, with an option to extend for an additional four (4) one-year option periods. The Solicitation is expected to be posted on the Federal Business Opportunities (FedBizOpps) website on or about June 19, 2009. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. All requests and any questions regarding this Notice related to the forthcoming request for proposal (RFP) solicitation document shall be submitted via email or facsimile to Ms. Karen S. Harper, Office of Contracts (M/C), kharper@bbg.gov or via fax to (202) 382-7870 by June 12, 2009. Telephone responses of a firm's statements of interest, capabilities, and pertinent experience will not be accepted by the BBG. Oral expression of interest in this proposed procurement will not be accepted. All written expressions of interest shall make reference to this Notice by its title, number, and date of the publication. All responsible sources may submit an offer that will be considered by the Agency. Interested firms who desire to obtain a copy of the solicitation document shall submit a written request to the Contracting Officer at the above-listed address or via e-mail to kharper@bbg.gov.
