Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR 6.302-1 to Annual Reviews, Inc., 4139 El Camino Way, Palo Alto, CA 94306-4078. This procurement is being conducted under Simplified Acquisition Procedures (SAP) – only one responsible source and no other supplies or services will satisfy agency requirements. Annual Reviews is the only known source that provides electronic access for all United States Department of Agriculture (USDA), Agricultural Research Service (ARS) and National Agricultural Library (NAL) users and public on-site users to scientific journals published by Annual Reviews and the perpetual data rights for Annual Reviews after expiration of the subscription. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on June 8, 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Lyndia.Countee@usda.gov with the solicitation number referenced in the subject line.
