- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch intends to procure on a sole-source basis with Illumina, 9885 Towne Center Drive; San Diego, CA 92121 for a maintenance agreement for the government owned Illumina Genome Analyzer, S/N 300204 and Illumina Bead Array reader, S/N S149. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 811219 and the business size standard is $6.5M. Period of performance: shall be for twelve months from date of award. The Genetics Branch of the Center for Cancer Research at the National Cancer Institute is engaged in the study of cancer genetics. Investigating genetic alteration and its effect on the development and biology of cancer is an integral function of The Genetics Branch. By using ultra-highthroughput, next generation sequencing, and whole-genome high-resolution beadchip reagents, we are able to study DNA/promoter interactions, gene expression, methylation status, single nucleotide polymorphism (SNP), and investigate genomic rearrangements and the Illumina Genome Analyzer or BeadArray Reader at resolutions and informatics levels never before possible. The contractor shall provide: 1) Two (2) preventive maintenance inspections per Service Agreement year; 2) unlimited emergency repair within forty-eight (48) hours of first call; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; 4) In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer’s latest established service procedures. Contractor personnel shall be trained by the manufacturer in the servicing of the equipment in order to perform service to this instrument. The Illumina Genome Analyzer (NTH #01738254, Ser. #300204) is the massive parallel next-generation sequencing by synthesis instrument, which has become a core technology for genome analysis and discovery in the laboratory as is related to the biology of cancer. High throughput sequencing is a highly competitive and rapidly evolving technology where the ability to generate every increasing amounts of sequence data is key. The extended warranty will allow the lab continue to generate sequence date relevant to research on the Illumina Genome Analyzer. The Illumina Solexa Genome Analyzer service maintenance agreement can be solely provided by Illumina. Illumina is the only company with the ability to service the Illumina Genome Analyzer (NIH 401738254, Ser. #300204) and Illumina BeadArray Reader (NIH #01558759, Ser. 4S149) currently in the lab. Illumina is the sole source manufacturer of the Genome Analyzer and BeadArray Reader and is the sole source provider for the service of these instruments. The Selexas content related to the Genome Analyzer and BeadArray Reader is proprietary and protected under patent rights and thereby is unavailable from other sources than the original manufacturer. Use of any other service agreements on these instruments would void support of the equipment by Illumina. For these reasons, there is no other source known to the NCI capable of performing the maintenance needed on the instruments referenced in this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM EST on June 8, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
