- Performance Work Statement The purpose of this source sought notice is to conduct market research for potential qualified contractors that can provide the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Chief Financial Officer, Office of the Financial Management (OFM), project management and process improvement support services for their financial line of business improvement efforts. OFM is seeking capable sources to provide non-personal support services that shall include project planning and execution, integrated process team training, integrated process team support, data collection and analysis in the following four major objective areas: 1) Improve Operations and Organizational Design; 2) Operational Performance Measurement and Management; 3) Talent and People Programs; and 4) Project Management and Communications. These four major objective areas are outlined in the attached DRAFT Performance Work Statement. We are requesting interested and qualified businesses submit capability statements electronically via email to the Contracting Officer, Christopher Jackson, christopher.L.jackson@dhs.gov by the closing date and time listed in this announcement. General statements on a firm’s capability and company literature will not suffice and will be considered as non-responsive. Qualified businesses should submit relevant experience and information in response to notice to help the Government to determine if there are qualified sources. Small business sources are highly encouraged to respond to this notice. Information received from this sources sought notice will help the Government to determine if this solicitation will be set-aside for small businesses or solicited as full and open competition. The Government is considering a Request for Proposals (RFP) that will result in the award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) performance base contract with the issuances of task orders. This contract is anticipated for a five year period, a 12 month base period and four, 1 year option periods to be exercised at the discretion of the government. The Government will not pay for any information solicited and will not recognize any costs associated with submission of the information. This synopsis does NOT constitute a future contract and there is NO solicitation available at this time. Qualified businesses who submit responses to this Sources Sought Notice, shall include their DUNS and CAGE code, business size, capabilities, and any industry comments the government shall consider in response to this notice. ANY QUESTIONS IN REGARDS TO THIS SOLICITATION SHALL BE WRITTEN ONLY AND ARE DUE ELECTRONICALLY BY EMAIL TO CHRISTOPHER.L.JACKSON@DHS.GOV ONLY BY JUNE 9, 2009 AT 1500 CENTRAL STANDARD TIME (C.S.T.).
