Description
This is a combined synopsis/solicitation for a commercial servicepreparedin accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W15QKN-09-T-0137 is being issued as a Request for Quote (RFQ) using FAR Part 13, Simplified Acquisition Procedures. The Army Contracting Command, Joint Munitions and Lethality Contracting Center, in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, and award the proposed contract action as a total small business set-aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29, effective 15 January 2009. Service will be for a 12 month period of performance from date of award. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications ? Commercial Items. The full text of all solicitation provisions or clauses may be accessed electronically at http://farsite.hill.af.mil. Only qualified offerors may submit quotes. The associated North American Industry Classification System (NAICS) code is 561499. The Government has a need for the following service in accordance with the attached Statement of Work (SOW): 1.The contractor shall provide This statement of work (SOW) provides for a four phased research/knowledge management/ benchmarking effort in order to enhance strategic management decision making for ARDEC/JMC senior leadership.1.1.1Phase onemembership1.1.2Phase twosponsor five collaborative research studies for ARDEC1.1.3Phase threecollaborate around the customization of phased implementation roadmaps for three ideal future results (IFR) at ARDEC1.1.4Phase fourparticipate in a supply chain benchmarking initiative for JMC The following clauses apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items, 52.212-2, Evaluation-Commercial Items(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made to the offeror whose offer is the lowest price, technically acceptable. NOTE TO OFFERORS: Sufficient documentation shall be submitted with the offer so as to ascertain technical acceptability. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance, 52.212-3, Offeror Representation and Certifications ? Commercial Items, 52.212-4 Alt 1, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Also applicable is the following FAR clause: 52.252-2, Clauses Incorporated by reference. DFARs clauses 252.212-7000, Offeror Representations and Certifications ? Commercial Items and 252.212-7001 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items also apply. Within DFARs Clause 242.212-7001, the following clauses are applicable: 52.203-3, Gratuities, 252.203-7000, Requirements Relating to Compensation of Former DoD Officials, 252.225-7001, Buy American Act and Balance of Payments Program, 252.225-7012, Preference for Certain Domestic Commodities, 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, 252.243-7002, Requests for Equitable Adjustment, 252.247-7023, Transportation of Supplies by Sea, and 252.247-7024, Notification of Transportation of Supplies by Sea. The applicable Local clauses are as follows: ARDEC 59, Payment, ARDEC 68, Identification of Contractor Employees, ARDEC 163, Disclosure of Unit Price Information, and JM&L 182, Electronic Invoicing Instructions. The offeror must provide evidence that clearly demonstrates that the Contractor can meet or exceed the technical specifications identified in the SOW and include descriptive literature to support the claim. This evidence should include but not be limited toinformation on past performance of the offerors capabilities to perform within the requirements of the attached SOW. The Government intends to issue a firm fix price award resulting from this solicitation to the most responsive and responsible offeror whose quote is the lowest price technically acceptable. This combined synopsis solicitation is set-aside to small businesses.
