Description
Sources Sought Notice to Procure Woven Polypropylene Bags Description: The Kansas City Commodity Office (KCCO), International Procurement Division, 6501 Beacon Drive, Stop 8738, Kansas City, Missouri 64133, intends to transition to indefinite-delivery, indefinite-quantity, fixed-price contracts for this commercial item. The Government is contemplating a contract base period of one year with options to extend for up to four additional years. These commercial items must be suitable for packaging bulk whole grains which will be used in international food assistance programs administered by United States Agency for International Development and USDA’s Foreign Agricultural Service. The Government desires a continuous supply of woven polypropylene bags that are safe for packaging whole grains. This notice will serve as the market research to obtain information for this procurement. All information gathered in response to this Sources Sought Notice will be used solely for planning purposes. This is not a formal solicitation but a request for interested parties to provide information. No current solicitation exists and requests for a solicitation will be ignored. Specifications for this material can be obtained by accessing them at: http://www.fsa.usda.gov/Internet/FSA_File/kcpbags311.pdf Note: All woven polypropylene bag components shall be of U.S. origin, and manufactured and assembled in the United States. The applicable NAICS code for this material is 314911 with a small business standard of 500 employees. The Government intends to make periodic requests for proposal (RFPs) for multiple awards. Future solicitations will provide the specifications, the office to which offers are to be submitted, the closing time for receipt of offers, and all other applicable provisions. Specific information from interested parties is required in order for KCCO to initiate this procurement. Please provide the following information: A. Sources: 1. Production capability 2. Industry buyers 3. Product brochures, catalogs, and promotional literature B. Available customary commercial industry practices: 1. Available commercial terms and conditions (e.g., payment, warranties, late delivery fees, submission of certificate of analysis (COA) to buyer, buyer’s use of COA, discounts or rejection for non-conforming product, testing, inspection, and quality assurance, e.g., ANSI/ISO/ASQ Q9001) 2. Available production and delivery lead-times 3. Customary industry buyer’s criteria for evaluation/assessment of suppliers 4. Measures of timeliness of performance 5. Measures of product quality C. Market trends: 1. Forecast product/technology changes 2. Trends in supply/demand 3. Factors that affect market prices D. Multiple-year, indefinite-delivery indefinite-quantity, fixed-price contracts: 1. Available commercial base period and option periods 2. Available commercial pricing structure methods 3. Available commercial economic price adjustments 4. Warehousing capabilities available for long-term (up to one year) storage of procured empty bags E. Acquisition history: 1. Discuss USDA requirements that have been identified in the past as factors that have unnecessarily increased price, and/or limited your ability to offer suitable product under the solicitation. F.
