- NASA/DFRC has a requirement for for an overhaul of Engine S/N 11216 from theGulfstream III Aircraft.[SPECIFICATIONS]1. ENGINE S/N 11216 INSPECTION WORKSCOPE A. Basic Labor Engine basic labor is defined in this work scope as the labor required to perform thefollowing tasks on the engine and accessories. Basic Labor does include calendarrequirements per Sp72-666 Revision 23. Disassembly Cleaning Detailed parts inspection Assembly Prep for test Final inspection Prepping for shipment This labor estimate is based on the assumption the engine was removed in normal run outcondition and has been operated per the Rolls-Royce guidelines. It does not take inaccount for damaged engines or engine suffering excessive corrosion. The following accessory items will be inspected and tested as required:Fuel Flow Regulator Ejector Pump H.P. Fuel Pump L.P. Tach Generator L.P. Fuel Warning Switch H.P. Tach Generator L.P. Fuel Pump Air Flow Control Actuator Ram RPM Signal (ACA) Transmitter H.P. Air Non Return Valves H.P. Shut Off Cock Anti-Icing Pressure Transmitter L.P. Shaft Governor Anti-Icing Air Control Valves Oil Pressure Transmitter Turbine Top Temperature Control Oil Pressure Warning Switch Actuator Thermocouples & Harness Generator Cooling Air Control Fuel Nozzles Valve Fuel Heater Valve and Actuator Fuel Heater Oil Cooler LD Harness Fuel Pressure Diff Switch Oil Temp Transmitter Fuel Temp Transmitter Fuel Pressure Transmitter Fuel Tubes Air Outlet Overhead Warning Switch B. Consumable Kits Consumable kits are defined in the work scope as parts required to assemble the engine &its related accessories. This does not include normal wear and tear items. The typicalmakeup is of non-reusable gaskets, bolts, seals, washers, nuts and one-time use hardware.This item is included in the Not to Exceed Price. C. Test Cell Facility Use This fee covers the use of the test cell in addition to the labor to install and removethe Spey for test purposes. This item is included in the Not to Exceed Price. D. Fuel & Oil An average cost based on the standard fuel consumption of the engine and the duration ofthe test run required by Rolls-Royce Technical Publications. This item is included in theNot to Exceed Price. E. Recommended Modifications / Service Bulletins This item is for the Service Bulletins & Modifications that may be required to beincorporated on this engine. This item is included in the Not to Exceed Price. F. Estimated Material Attrition The amount of scrapped material and parts requiring repair which can and will occur inyour engines is dependent on several factors. These factors include hour to cycle ratio,reported and unreported engine operating problems, full thrust reverse, maximum TGT climbpower used, and environmental conditions during operations. This item is included in theNot to Exceed Price.2. Engine Removal & Reinstallation Price is for the removal & reinstallation of the customers engine.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than June 10, 2009. (Prospective quoters shall notify this office of theirintent to submit a quotation). It is the quoter's responsibility to monitor this site forthe release of amendments (if any). Potential quoters will be responsible fordownloading their own copy of this notice, the on-line RFQ and amendments (if any).An ombudsman has been appointed - See NASA Specific Note "B".Any referenced notes may be viewed at the following URLs link below.
