Description
The Naval Sea Systems Command (NAVSEA) intends to issue orders on multiple occasions over the 60-month period of a Basic Ordering Agreement (BOA) issued under solicitation N00024-09-R-5309 to Northrop Grumman Corporation, Electronic Systems, 65 Marcus Drive, Melville, NY 11747-4232. The scope will include equipment changes and ordinance alteration (ORDALT) installation; field change kits; engineering change kits; repair parts and repair effort (including emergency repair); test and evaluation; overhaul, refurbishment and maintenance; and field engineering services (FES) for installation, checkout, testing or repair of equipment for the AN/SPQ-9B Radar Program. Northrop Grumman Corporation is the only known firm possessing the requisite technical expertise and engineering background to perform the effort in a cost-effective manner while eliminating the impact to scheduled AN/SPQ-9B deliveries in support of United States Navy shipbuilding and ship deployment requirements! for operational use. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for! the purpose of determining whether to conduct a competitive procurement.
