Description
The Specialty Center Acquisition NAVFAC (SCAN), Port Hueneme, California,has the requirement for the procurement of a mobile trailer-mounted volumetricmixer. The contractor shall provide all labor, (including design, engineering,fabrication, testing), materials, logistical support, (including manuals, spareparts, special tooling, training), facilities, related services, programmanagement and delivery of the trailer-mounted volumetric concrete mixers,meeting the requirements specified in accordance with Military Standards andSpecifications. The trailer-mounted volumetric concrete mixer must be capable of being towedprimarily by military tactical vehicles for worldwide military operations and isused for providing onsite concrete material in all terrain, for building ofstructures and cement foundations for various purposes. Mixer, concrete, volumetric, mobile, 8 CU YDS, trailer mounted, materialcapacity producing 30 yards per hour, independently operated bin dispensers, 110HP, DED, JP8 compatible, color lusterless Seabee Green #34094, and FED-STD-595with additional options and requirements per MIL SPEC. The volumetric mixer shall be equipped with lifting and tie down provisionsconforming to MIL-STD-209. Estimated quantities are approximately 15 each. Thesuccessful Contractor shall primarily deliver the hardware to the Government atdestination (Port Hueneme, CA) and other designated locations as specified inthe solicitation. The first Article Test shall be completed no later than 180 days after contractaward. The contractor shall produce Production deliveries ninety (90) days afterGovernment first article approval, at a minimum rate of two (2) units per month. Reference: NSN: 3895-00-339-2929 This requirement is HUBZone small business set-aside. Offers from other thanHUBZone small business concerns will not be considered. The North AmericanIndustry Classification System (NAICS) code is 333120, Construction MachineryManufacturing. The Small Business Size Standard is 750. This procurement isbeing processed in accordance with FAR 15, contracting by Negotiations using aRequest for Proposal. The Low Price Technically Acceptable (LPTA) process isselected as appropriate for this acquisition because the best value is expectedto result from selection of the technically acceptable proposal with the lowestevaluated price. Award will be made to the responsible offeror whose proposal,confirming to the solicitation, represents the lowest price technicallyacceptable (LPTA) offer to the Government. The solicitation will be available by INTERNET ACCESS ONLY. All solicitationdocuments and amendments thereto will be posted on NECO (Navy ElectronicCommerce Online) at http: www.neco.navy.mil which links to FedBizOps(http://www.fbo.gov/). The Solicitation will be available for review on thewebsite on or about 15 JUN 2009; the closing date will be thirty days afterposting. It shall be the contractor's responsibility to check the websites forany amendments. In accordance with DFARS 252.204-7004, all firms must beregistered with the Central Contractor Register (CCR).
