Description
TACOM Contracting Center is issuing this announcement to obtain market research prior to issuing a solicitation for visual inspection and decontamination services at Indiana Army Ammunition Plant. Please review summary of requirement below. Request that interested parties submit capabilities statements and small business status/size no later than close of business Friday, May 29, 2009. Requested information to be submitted electronically to Angela Hook at angela.hook@us.army.mil. SUMMARY OF REQUIREMENT: Facility Decontamination: The buildings identified for disassembly and inspection (D/I) shall be decontaminated (if required) in accordance with DoD Instruction 4140.62, dated 25 Nov 08 and CENNC-OE-CX Document 06-03, dated 27 Jan 06 Explosive Decontamination of Buildings: These are storage facilities, which housed finished propellant in sealed canisters and/or nitrocellulose (N/C) in rail car storage. The Army has characterized these facilities as D/I in the Explosive Safety Submission (ESS). The conditional restriction on the D/I classification is to visually inspect the floor for propellant and/or N/C. The only reason why explosive contamination could occur was if the container seal was broken, and the container contents spilled. Prior to the start of work, an approved Work Plan and Safety/Health Plan will be required. The COE two-100% visual explosives inspections process shall be performed to determine whether the facilities are considered safe or unsafe for transfer/private reuse. If the buildings are found to be explosive free, no decontamination activity will be required. If explosive contamination presence is confirmed, the contractor shall collect/remove explosives as follows: The contractor shall collect the propellant and/or N/C manually (wetting it down, then collecting it with spark proof shovels, or sweep it up with an explosive proof vacuum), bag, label and dispose of the materials. For all explosive decontamination activities associated with this visual inspection and disposal activity, the contractor shall perform the efforts and provide written certification that the facilities are explosive free. Electronic photos and a daily log of inspection activities shall be prepared and documented. The daily log shall include the name of the inspector, date, time, building number, condition found, and action taken. Explosive Testing of Change House Drains: After employees finished working in the propellant or explosives production facilities, they disrobed from their production garments, showered and changed into their personal clothes. Subsequently, any propellant from their work clothes or skin might have been discharged into the floor drains and/or wash basins. Floor drains and wash basins in the 707 series buildings identified in Encl 4 shall be visually inspected, field-tested, and laboratory analyzed for explosive presence. This shall include any discharge point or septic tank associated with the 707 series buildings. Digital photographs will be taken for all drains or discharge point. Final reports shall denote name of inspector, time of inspection, date of inspection, location, field-test and laboratory results from the samples taken. Prior to the start of work, an approved Work Plan and Safety/Health Plan will be required.
