- This synopsis is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase a Vector Inversion Generator and other electrical supporting components from Radiance Technologies Corporation on a sole source basis in accord with FAR 6.302-1. Radiance Corporation is based at 350 Wynn Drive, Huntsville, AL. The required products and requisite expertise for their application and use are only available through Radiance Technologies. The required equipment list is as follows: 1) Vector Inversion Generator 2) Spark Gap 3) Antenna 4) Gas Enclosure for Corona Suppression 5) RF Oscillator 6) Tank Circuit 7) Power Supply (an optional purchase based on the Government needs assessment). The Vector Inversion Generator (VIG) is a proprietary technology owned by Radiance Technologies. No other technology will satisfy the engineering requirements of this acquisition because the project is entirely based upon VIG technology and related components to develop the prototype and perform the required testing. Engineering and design efforts will be employed to devise a prototype device from the VIG equipment to be utilized for defense purposes. This synopsis/sources sought notice does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations. All responsible sources may submit a capability statement or quotation which shall be considered by NSWCDL. Delivery terms are F.O.B. Destination, Naval Surface Warfare Center Dahlgren. Delivery date shall be no later than 28 February 2011. Questions or responses to this notice should be submitted via email to phillip.makely@navy.mil, must be received NLT 27 May 2009, and must reference Quotation Number N00178-09-Q-3431. The award of this purchase is to be made under Federal Supply Schedule Procedures (FAR Part 8). The Government will not issue a written solicitation as all items are specified in this notice.
