Description
The Omaha District Corps of Engineers Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the Three Affiliated Tribes (TAT), Fort Berthold, North Dakota. This procurement is being acquired under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. As part of Public Law 89-665, National Historic Preservation Act of 1966 as amended, the Corps is required to inventory sites on lands it manages. The cultural sites to be surveyed are traditional cultural properties (TCPs), which are unique to each cultural entity. Work consists of monitoring cultural sites and traditional cultural properties at Lake Sakakawea, Garrison Dam, ND. The contractor shall complete site monitoring of cultural resource sites listed in the Lake Sakakawea Cultural Resource Management Plan for Mountrail County, to record existing natural and human impacts to the sites, utilizing GPS equipment. The work conducted requires expertise in Mandan, Hidatsa, and Arikara cultural practices associated with the area surrounding Lake Sakakawea, for which the Three Affiliated Tribes are uniquely suited. No solicitation will be issued based upon this Notice of Intent. A determination by the Government not to compete this effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to jan.m.cook@usace.army.mil with solicitation no. referenced in the subject line. Responses must be received no later than 2:00 CST on 1 Jun 2009.
