Description
The Department of Homeland Security (DHS) Office of Procurement Operations is issuing a “sources sought” to determine whether there are qualified and interested business concerns with experience in providing web based notification system(s). This is not a Request for Proposals; and is for informational purposes only. Respondents should not submit any proprietary information when responding to this notice; and the Government is not responsible for any costs incurred by respondents regarding any responses to this notice. The DHS Office of Infrastructure Protection (IP), Contingency Planning Incident Management Division (CPIMD), National Infrastructure Coordinating Center (NICC) is seeking all interested business sources capable of providing services in support of a web based notification system. NICC is responsible for communicating infrastructure-related information to numerous government and industry partners and is the operational arm for the DHS Office of Infrastructure Protection (IP) and a core component of the National Operations Center (NOC). NICC Watch Analysts search for operational anomalies; coordinate with the NOC, IP, and other government agencies; perform initial analyses with industry, when warranted; and participate in tests and exercises to maintain preparedness and improve coordination. During incidents and events, the NICC assesses and triages information from a variety of resources and conducts initial analyses of the incidents and events. During major incidents/events, the NICC serves as a 24x7 customer service interface for CIKR partners by collecting, tracking, and facilitating responses to requests for information and assistance. Additionally, during significant events, the NICC conducts daily teleconferences with CIKR stakeholders in close coordination with Sector Specific Agencies and Sector Specialists, to provide situational awareness. The NICC also provides access to approved DHS Situation Reports, bulletins, press releases, and other important documents to serve industry partners’ continuity-of-business information needs. Notification services are an integral part of both emergency and non-emergency communications. The benefits of a notification system are being applied by commercial and government organizations to increase revenues, cut or avoid costs, and minimize the loss of human life. DHS is seeking sources capable of providing a Web-Based Notification system that has the capability to notify Critical Infrastructure (CI) representatives of key conference calls/meetings, critical events, changes to threat national advisory, or other emergency notifications. The system at a minimum should have the following capabilities: a.Recorded messages b.Text to speech c.Customizable response options d.Broadcast duration can be altered e.Notifications can be sent to groups or individuals on numerous devices simultaneously f.Groups are customizable by the end user with the ability to organize groups at any time g.Web accessible h.Phone accessible to send pre-recorded notifications i.Unlimited records and groups j.Ability to send instant and scheduled notifications k.Multiple role based logins, i.e. user, administrative l.Reports provided per notification m.Individual & group data records can be imported and exported into the contact data system for alerts & warnings. n.Records are date and time stamped o.99.999% uptime p. Send text messages q. 100% 508 compliant This “sources sought” focuses on identifying potential sources that could provide the requisite services. This notice is used solely for market research, planning and information purposes and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the government pay for information solicited hereunder. All information received in response to this notice that is marked “Proprietary” will be handled accordingly. Responses will not be returned. Respondents are solely responsible for all expenses associated with responding to this notice. Contractors who believe they are qualified are requested to submit a description of capabilities, and small business size (certification). Responses should be limited to 10 pages and include a listing of relevant contracts (including period of performance, dollar amount, and issuing organization). Responses shall be received by close of business, June 10, 2009. Electronic Submissions should be in a Microsoft Word or Adobe Portable Document Format. Responses should be submitted by email, no telephone calls, to Sharon.ogunfiditimi@hq.dhs.gov and Iann.Washington@hq.dhs.gov. Graphic content should be minimized to avoid exceeding bandwidth limitation.
