Description
THIS ACQUISITION IS BEING ISSUED AS A COMPETITIVE 8(a) SET-ASIDE. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY HAVE BEEN ISSUED. The National Institutes of Health (NIH), Office of Communications and Education (OCE), supports communications and education effort across the NCI. The OCE functions in support of the NCI mission. This project involves providing administrative and professional services support in the following areas: senior and general administrative office support; library services support; clearance support; and providing professional services support for specific program areas. The NCI is seeking eligible members of the 8(a) program of the Small Business Administration; experienced in providing a wide range of administrative support. This effort shall include but not be limited to overseeing and supervising contractor staff, making travel arrangements, preparing training requests, procuring supplies/equipment, maintaining time/attendance records, managing property, scheduling, producing documents, supporting special projects, maintaining Standard Operating Procedures (SOP), supporting print and audiovisual clearances, other general administrative support, providing programmatic support and supporting the editorial board meetings, and providing library services. Work will be performed at a Government facility in the Rockville/Bethesda, Maryland area. This effort shall be performed on Government supplied computers. The Government will provide contractor staff with office space currently located at 6116 Executive Blvd., Rockville, Maryland. All on-site contractor staff will be provided a computer and phone as well as access to printers, copiers, fax machines, and scanners in order to complete the tasks specified in the Statement of Work (SOW). The contractor shall monitor the office supplies needed to provide the tasks specified in the SOW and shall request supplies, as needed, to the Project Officer. Request for Proposal (RFP) N02-CO-97007-65 will be available on or about June 3, 2009 and receipt of proposals will be due on or about 2:00 p.m. eastern prevailing time on July 7, 2009. The RFP will only be available electronically and must be accessed through the National Cancer Institute=s, Office of Acquisition external website at URL: http://rcb.nci.nih.gov/ Once there, click on Current Requests for Proposals. Under the Section entitled Current Requests for Proposals, click on number N02-CO-97007-65 entitled, “OCE Administrative/Program Support Services.” Interested parties are expected to review this notice and the Request for Proposal to familiarize yourself with the requirements of this project; failure to do so will be at your firm’s own risk. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. It is the offeror=s responsibility to monitor the above Website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in one (1) award to an offeror capable of performing all aspects of the work described in the SOW. This contract shall be cost-reimbursement, completion type and will be awarded for a period of one (1) year with options for yearly extensions up to four (4) additional years. The Government=s estimated effort for this project is 33,600 direct labor hours per year. This advertisement does not commit the Government to award any contract. The North American Industry Classification Systems (NAICS) code is 541611 with a size standard of $7.0 million. This solicitation is open to all eligible members of the 8(a) program of the Small Business Administration; the procurement is being issued as an 8(a) set-aside. A portion of this requirement represents a re-competition of Contract Number HHSN2612008001 with Base Technologies, Inc. Point of contact: C.
