- IARPA-BAA-09-04 Amendment 4 Description in.pdf format IARPA-BAA-09-04 Amendment 4 in.pdf format Title: Amendment 4 to IARPA Wide Broad Agency Announcement 1. This amendment changes and clarifies the original Broad Agency Announcement (BAA). 2. Additional research topics of interest have been added to the amended BAA for the following office. Incisive Analysis Office (page 6) • Automating the Specification of Meaning that is Implied but not Said: Can computers be made to recognize conventional inferences from implied but unstated meaning in naturally occurring interactions and in various languages? The contextual features and cultural assumptions that support the inferences must be specified. • Dynamic and Emerging Events and Situations: Understanding the features of an emerging event as it evolves through time and space allows decision makers to maintain an awareness of the situation and/or begin to shape a response. Of primary interest are algorithms that provide the definition, features, development, interpretation, and impact of emerging situations across time and space. Following such events across languages and across data types (e.g., text, blogs, speech) is required. Retrospective characterizations of events are not of interest. 3. Section 3.A. on page 8 of the amended BAA has been modified to clarify the eligibility requirement for offerors. In addition, text has been added to this section to address the use of a unique capability that resides at another government agency or FFRDC/UARC as part of a proposed seedling effort. 4.
