- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. Contracting Organization U.S. Air Force Research Laboratory, Philips Research Site, Kirtland AFB, New Mexico 87117-5773. Contracting Officer: Ms Barbara Steinbock. Contract Number FA9451-09-C-0353 II. Description of Action This acquisition is for the development of high optical quality LiF:F2-gain elements for spinning disk lasers using Russian LiF raw materials. III. Description of Supplies/Services The purpose of the contract will be to place F2-color centers into the LiF raw material such that the material will lase at 1178 nm which is two times the sodium guidestar wavelength. Three LiF gain elements ready for usage in a spinning disk laser will be delivered to Kirtland AFB, NM. IV. Authority 10 USC 2304 (c)(1), as implemented by FAR 6.302-1(a)(2)(ii) V. Applicability of Authority The University of Alabama employes a scientist who actually developed the process for color center insertion into LiF while employed at the General Physics Institute in Moscow, Russia. No other sources are available in the United States. VI.Efforts to Obtain Competition The effort was synopsized, but no sources responded. If future efforts develop, there may be occasion to find competition.. VII. Fair and Reasonable Costs The capability does not exist at Kirtland AFB or for that matter elsewhere in the U.S. The project officer will make every effort to determine fair and reasonableness once the proposal is received. VIII. Market Research Most of the expertise in this field reside in Russia, fortunately, one of the original researchers on LiF color center lasers is now employed at the University of Alabama. Sufficient market research was performed to determine that the University of Alabama is the only supplier for this unique requirement. A synopsis was posted on 5 March 09 and no responses were received. IX. Other Facts - N/A X. Interested Sources - N/A XI. Steps to Foster Competition If future purchases are required, all attempts will be made to attract competition. XII. Contracting Officer's Certification The Contracting Officer's signature on the Justification Review Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief. Technical/Requirements Personnel's Certification As evidenced by their signatures on the Justification Review Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility is both accurate and complete.
