Description
DESCRIPTION: UPGRADE COMPONENTS FOR EXISTING BROCADE SWITCHES THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUEREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEIGN REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 334210 with a size standard of 1,000 employees. This requirement is being competed as a 100% small business set-aside among authorized resellers of Brocade products. NIST seeks to upgrade and expand the capacity of eight existing Brocade switches forming the Storage Area Network (SAN) fabric, currently in used by the NIST Enterprise SAN. These switches provide the connectivity to the High Availability storage system by computer systems that support numerous mission critical services at NIST. Use of other brands of equipment and licenses would not be able to activate the required additional ports in the current switches or provide the same unified Fabric management capabilities. Therefore, this procurement is limited only to the Brocade items specified in the contract line item numbers below. Section 508 of the Rehabilitation Act of 1973, as Amended, does not apply to this acquisition because the items are located in an area only accessed infrequently by maintenance personnel. APPLICABLE PROVISIONS AND CLAUSES: The Following FAR provisions and clauses apply to this solicitation: 52.212-1 52.212-3 52.212-4 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1) and the following fill-ins in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, Contract Line Item Numbers and associated quantities and descriptions of the required items include: •Brocade BR-4140, 4 Gigabit 32 Ports, and Fiber Switch, including 32x 4 Gigabit, short wave SFPs, with Brocade Licenses for 32 ports, plus Fabric, Zoning and Web Administration. Note: Refurbished equipment with a “new” warranty is acceptable; Quantity: 2; Unit: Each •Brocade Eight port upgrades for six BR 4120 series Fiber Switch, including eight, 4 Gigabit, Short Wave SFPs, and eight Port Upgrade License. Note: Refurbished equipment with a “new” warranty is acceptable; Quantity: 10; Unit: Each ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Terms of any expressed warranty; (4) Firm-fixed-price for each contract line item number, and any discount terms for those prices; (5) Evidence that the offeror is authorized by Brocade to sell the Brocade items specified in the contract line item numbers in this solicitation; and (5) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All quotes shall be submitted so that they received not later than 3:00 PM Eastern Time on June 1, 2009 at ricardo.cordero@nist.gov, with a courtesy copy to joseph.widdup@nist.gov. Faxed quotes will not be accepted. EVALUATION FACTORS FOR AWARD The government will evaluate quotations and award a purchase order to the offeror whose technically acceptable quotation represents the lowest price to the Government.
