- This is a Pre-Solicitation Notice identifying an upcoming requirement to identify testing laboratories capable of evaluating personal cooling items for dismounted Soldiers. A wide range of technologies have been promoted as possible solutions to Soldier cooling requirements in extreme environments. Several programs have been funded to improve the performance of these technologies. There is a critical need to test and evaluate these cooling systems quickly and accurately. This synopsis is intended to notify potential offerors of an upcoming solicitation which will serve to identify laboratories that have the inventory, capabilities and time to evaluate these systems. The test laboratories must be familiar with thermal manikin testing, human subject testing as well as the following test standards but not limited to ASTM standards F1291, F2300 and F2371. Laboratories must be able to have dedicated thermal manikins, chambers, equipment and staff for this project. The period of performance for this study will be one (1) base year and four (4) option years. Laboratories must have the capability to evaluate the cooling items and come to conclusions based on sound scientific principles. Laboratories must be capable of measuring the heat removal rate and cooling duration of a selected personal cooling system. For applicable human subject testing, laboratories must be able to monitor Soldier (or subject) heart rates, core temperatures, sweat rates, oxygen consumption rates, metabolic rates and skin temperatures. Laboratories must be capable of controlling the lab environment which includes - temperature, humidity, solar load as well as air circulation. Laboratories must be responsive to ad hoc testing and be able to ensure that equipment will be accessible in a reasonable amount of time for testing. Test Laboratories must also be flexible and be able to test other Soldier equipment (Advanced Combat Helmets, Advance Combat Boots etc.), in an effort to answer any environmental questions that may be related to such equipment. Laboratories must be able to support in the analysis as well as development of new test methods. Laboratories must be able to get peer reviews of work and testing procedures to ensure methods are accurate and concise. The U.S. Army Research, Development and Engineering Command (RDECOM) Contracting Center intends to release request for proposal W91CRB-09-R-0061 on or about 7 July 2009 for procurement of Dismounted Soldier Cooling Studies. The solicitation will be issued on an unrestricted basis. The solicitation will result in award of one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with firm fixed price and/or time and materials delivery orders for a total of five (5) years (one base year plus four option years). The minimum guarantee will be one (1) base year of services/testing/evaluation. The official release of the Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the following address: https://acquisition.army.mil/asfi/default.cfm. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response.
