- This task order was awarded as a cost plus fixed fee task order. This task order could not be awarded as a fixed price task order because assumptions in the economic models must conform to those used by the Council of Economic Advisors (CEA); however, these assumptions will not be available at the time of this task order because under Section 1513 of the Recovery Act the CEA makes employment estimates 45 days following the 1512 Report (currently scheduled for October, 2009). DOT's first two reports under Section 1201 (90 day and 180 day reports) will precede the availability of the final guidance of the CEA. Although DOT has been in contact with the CEA, the models and assumptions will not be available prior to the first report due this fall. The DOT estimates must be consistent with the CEA since CEA represents the President's economic council. This may require the contractor to restate prior estimates and alter the estimation methodology. As a result of many factors which are unknown at this time, including the final guidance from the CEA, the task order cannot be awarded as a fixed price task order. On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA) promising “not only to create new jobs, but to lay a new foundation for growth.” That focus on jobs is codified in the law under Section 1201(c)(2) (underlining added). (2) CONTENTS OF REPORTS. — For amounts received under each covered program by a grant recipient under this Act, the grant recipient shall include in the periodic reports information tracking- (F) the number of direct, on-project jobs created or sustained by the Federal funds provided for projects under the appropriation and, to the extent possible, the estimated indirect jobs created or sustained in the associated supplying industries, including the number of job-years created and the total increase in employment since the date of enactment of this Act; and (3) TIMING OF REPORTS. — Each grant recipient shall submit the first of the periodic reports required under this subsection not later than 90 days after the date of enactment of this Act and shall submit updated reports not later than 180 days, 1 year, 2 years, and 3 years after such date of enactment. There is a need to develop a unified approach to the estimation of indirect and induced employment associated with ARRA projects. The U.S. Department of Transportation (DOT) is interpreting the language of Section 1201 as requiring, for purposes of estimating “the total increase in employment since the date of enactment of this Act,” to include an estimate of the number of induced jobs created. Currently, estimates of induced jobs for different types of projects are subject to differing assumptions imbedded in the economic models used for these estimates. In addition, for all aspects of this Task Order a “job” shall be defined as equivalent to 2,080 hours commonly referred to as a “job-year.” In addition, the induced employment estimate needs to use the assumptions used by the Council of Economic Advisors (CEA) in their ARRA employment reports (where “induced” jobs are referred to as “indirect” jobs). The CEA is expected to use assumptions comparable to those used by Christina Romer and Jared Bernstein in their January 9, 2009, analysis, available at http://otrans.3cdn.net/ee40602f9a7d8172b8_ozm6bt5oi.pdf. Although this Task Order is issued through Federal Highway Administration (FHWA) the project is to estimate the indirect and induced employment for all the DOT modes. OBJECTIVES The key tasks to be completed under the scope of this Task Order are as follows: Task 1 -- Meet the reporting requirements of the ARRA by providing an estimate of indirect and induced jobs by program and by grant recipient for the 90-day, 180-day, 1-year, 2-year, and 3-year reports. Task 2 -- Provide written descriptions of and documentation for the estimates in Task 1. This material shall specifically detail all aspects of the estimation. Task 3 -- Develop model(s) with a user interface for ad hoc estimates to provide to the DOT operating administrations and to the FHWA Division Offices. Task 4 -- Respond to DOT questions and issues as needed for inquires from the Congress, the Government Accountability Office (GAO), the DOT Office of the Inspector General (OIG), and others.
