Description
The US Army Contracting Command, Rock Island Contracting Center, Rock Island, IL on behalf of the Office of the Project Manager for Combat Ammunition Systems, Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources that are capable of manufacturing the following Tactical Fuzes: " FMU 153/B PD/Delay Fuze - are used in 105mm HE Artillery Projectiles " FMU 160/B High Fragmentation Proximity Fuze - used in 105mm HE Artillery Projectiles The Government anticipates soliciting offerors for award of multiple Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to deliver the United States Army, Air Force and Marine Corps FY10-FY19 Tactical Fuzes production requirements. It is anticipated that multiple IDIQ contracts will be awarded for a basic period of five years with an option that may be exercised to extend each contract for an additional five year period. Potential contractors possessing the technical, financial and facility resources necessary to meet the Governments requirements will initially be qualified by being awarded an IDIQ contract and then compete for delivery orders as requirements arise. All respondents to this market survey should show they have certification to receive export-controlled technical data (including drawings restricted by Distributions Statement D) and must have facilities with sufficient safety clearance to handle hazard classifications (i.e. 1.3G). The TDP for these fuzes are approved for distribution to U.S. contractors only. Export restrictions apply. Additional information can be requested from Bryan Luchsinger, CCRC-AM, (309) 782-1550, email bryan.g.luchsinger@us.army.mil. Send requests for TDP to Mr. Luchsinger at the above email address. Your request shall include a certified DD Form 2345, Militarily Critical Data Agreement or your JCP number, company name, POC, address and phone number. If you would like the TDP CD to be sent to you via FEDEX, please provide your companys FEDEX number. REQUIREMENTS: For the purposes of this survey, monthly requirements fall into the general range of 10,000/month for the FMU-153/B, and 5,000/month for the FMU-160/B. Interested contractors should demonstrate that they possess the experience, capability, necessary equipment, facilities, and tooling required, or that they can obtain such, necessary to fabricate, assemble, test, and inspect the required quantities of Tactical Fuzes per the requirements identified above. This may include an indication of willingness to invest in setting up a required production line. Contractors shall provide a summary of their companys capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, test capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. For the FMU-153/B PD/Delay fuze, such summary descriptions of capability should address specific critical processes in the production of this legacy fuze. For the FMU-160/B, the description of capabilities should address specific components and processes needed for height-of-burst proximity functions. Intended line capacities (existing or planned) for the fuze should be identified at both a single shift rate and a maximum (3-shift) rate. ESTIMATED PRICES: Rough order of magnitude estimates should be provided addressing costs for each of the fuzes under the various scenarios: sole producer vs. co-producer; production of each fuze alone (FMU-153/B or FMU-160/B); and production of both fuzes. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. All information submitted will be held as contractor propriety data. The contractor shall provide all information requested in this notification within 30 days of this publication by electronic mail at no cost to the Government, to Mr. Bryan Luchsinger at bryan.g.luchsinger@us.army.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
