Description
This Notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2)(i). The Naval Surface Warfare Center, Carderock Division - Ship Systems Engineering Station (NSWCCD-SSES), in coordination with the Program Executive Officer, Ships (PEO Ships) and the Amphibious Warfare Program Office (PMS377) is seeking support and information from interested sources toward the development of the Ship-to-Shore Connector (SSC). The SSC is the future Air Cushion Vehicle (ACV) craft for transporting vehicles and cargo from the ship to shore. It is also the planned replacement craft for the current Service Life Extension Program (SLEP) Landing Craft, Air Cushion (LCAC). The SSC will provide high speed, over the horizon, heavy lift capability to transport the personnel, equipment, and material of the United States Marine Corps' Marine Expeditionary Brigade (MEB) as established for year 2015. The SSC is in the Technology Development Phase and has finished a Government led Preliminary Design. Milestone A was achieved in May 2009 and a Capabilities Development Document (CDD) is being prepared and is expected to be approved in FY09. Government led Contract Design effort will begin in Q3 FY09 and conclude in FY10. Award of a Firm Fixed Price (FFP) type contract/s for Detail Design and Construction (DD&C) is expected in FY11. The SSC will have, at a minimum, the ability to operate in the well deck of existing and planned U.S. Navy amphibious ships; operate with Maritime Prepositioning Force (MPF) and MPF Future (MPF(F)) ships; operate over beaches, ice, mud, and marsh areas; operate in inland regions; and transport a cargo load of 74 Short Tons. Requirements for the SSC are not finalized and are currently being developed in the CDD. However, participants should assume that the SSC must have capability and performance equivalent to, or exceeding, that of the SLEP LCAC craft. An SSC information website has been created to keep industry informed of the latest releasable information on the program. Each company is limited to one seat at no cost to them. In order to request corporate website registration, send an email request to Tom Murphy (thomas.j.murphy32@navy.mil) with the subject heading "SSC Industry Website Registration Form Request". This Broad Agency Announcement (BAA) seeks proposals from potential shipyard offerors to provide: Comments, recommendations, data, and/or studies on the:(1) Feasibility of the notional program detail design, construction, and test schedule.Producibility of the functional baseline design (including build strategy and modularity and make/buy approaches). Long lead time materials. Propulsion train test plan. Impact of metric design on build strategy and construction.(5) Breakdown of the total amount of the program effort, from Detail Design and Construction (DD&C) through completion of shipyard support related to final acceptance, in standard terms of: MaterialsShipyard SetupNon recurring engineering costsConstruction of the craftLabor. All of the above are to be developed with the objective of minimizing both time and price for the overall program effort and optimizing final product quality. Additionally, the offerors shall determine the need for specific build techniques and strategies related to any specifics of the design. The SSC Program Office will post the notional program schedule and functional baseline design on the SSC industry website (available to all website members) within two working days of the release date for this BAA. When developing their final deliverables, potential shipyard offerors shall take into account all aspects of the notional program schedule, functional baseline design, breakdown of total price, and long lead time materials. The SSC Program Office intends to coordinate no less than three meetings related to the successful management of this effort. An initial kick-off meeting within one week of award (details to be provided at time of award), a mid-point status meeting, and a final product meeting to receive presentation of the final report(s). While not anticipated, additional meetings may be called when circumstances dictate. Final deliverables in the form of a final report and presentation are anticipated to be due approximately eight weeks after contract award during the final product meeting. Earlier or later completion or presentation will be considered if a convincing argument is provided in the proposal. NAVSEA intends to award up to four contracts for proposals deemed acceptable by the government at a price not to exceed $200,000 each. Offerors are invited to recommend additional study options to include pricing which may vary due to complexity and scope of effort. If proprietary information is provided in either the white paper or final deliverable to this BAA, it will not be incorporated into future SSC design specifications, but may be used to inform design decisions. Proprietary information submitted should be so marked and will be protected. The Government reserves the right to select for award any, all, part, or none of the proposals received in the response to this announcemen! t. WHITE PAPER SUBMISSION: Companies shall submit white papers summarizing their support and potential studies that could benefit SSC Program planning. White Paper Content: Technical Section: (Not-To-Exceed (NTE) 24 pages) Cover Page: (Not included in page limitations) Must include the words "Technical Section," contact information as described below, and the following: BAA number;Title of White Paper;Identity of the prime offeror and complete list of subcontractors, if applicable;Technical contact (name, address, phone/fax, e-mail address); andAdministrative/business contact (name, address, phone/fax, e-mail address) with signature of Authorized Representative. Table of Contents: (Not included in page limitations) Description of the area of support: (NTE 4 pages) A description of the effort that demonstrates an understanding of the requirements and the support that will be provided to satisfy the requirement, as well as the anticipated benefit expected. Statement of Work: (NTE 4 pages) A concise Statement of Work (SOW) clearly detailing the scope and objectives of the effort and the technical approach. It is anticipated that the proposed SOW will be incorporated as part of the resultant contract. To this end, such proposals must include a severable self-standing SOW without any proprietary restrictions. Include a detailed listing of the technical tasks/subtasks. Company Profile: (NTE 2 pages) A description outlining corporate experience to include type/size of past projects performed as it relates to same or similar type items as described herein. Resumes: (NTE 10 pages - 5 resume maximum; 2 pages per resume) A description of key personnel who will be used in this effort. Project Management Section: (NTE 4 pages) Comprised of :Project Schedule: (NTE 2 pages, fold out material on larger paper size may be used if required with typeface of 12-point font.) Include a summary of the schedule of events/milestones. Deliverables: (NTE 2 pages) A detailed description of the results and products to be delivered. It is anticipated that a requirement for the proposed deliverables will be included in the resultant contract. To this end, proposals shall include a self-standing deliverable list without any proprietary restrictions. The following deliverables, in contractor format, shall be provided as a minimum. Additional deliverables should be proposed by each offeror as appropriate. Presentation Material, i.e. a Powerpoint presentationFinal ReportPrice Section: (NTE 5 pages) All price/cost information marked as proprietary will be protected as such and will be used for evaluation purposes only. Cover Page: (Not included in page limitations) Shall include the words "Price Section" in addition to the following information: BAA number;Title of the White Paper;Identity of prime offeror and complete list of subcontractors, if applicable;Technical contact (name, address, phone/fax, e-mail address);Administrative/business contact (name, address, phone/fax, e-mail address) with signature of authorized representative, and duration of effort. The price estimate for the effort shall provide a breakdown of the proposed price/cost and shall include the following information: Summary statement of proposed price/cost;DCAA and DCMA Points of Contact (if known);Detailed breakdown as follows: Direct Labor - Individual labor category or person, with associated labor hours and unburdened direct labor rates;Indirect Costs - Fringe Benefits, Overhead, G&A, FCCOM, etc. (Must show base amount and rate);Travel - Number of trips, number of days per trip, departure and arrival destinations, number of people, etc;Subcontract - Provide total amount and loaded daily/hourly rate. A price proposal as detailed as the offeror's price/cost proposal, with the same Page limitation, will be required to be submitted by the subcontractor when the subcontractor's price exceeds thirty five percent of the total contract price. (The subcontractor's proposal is not included in the price/cost proposal page limitation.) The subcontractor's price/cost proposal may be provided in a sealed envelope with the offeror's price/ cost proposal or submitted under separate cover directly to the Government, provided it is received by the stated deadline. Consultant Costs - Provide total amount and loaded daily/hourly rate and/or any applicable burden rates. A required format for white paper submission is provided below. The information will not be returned, nor will compensation be provided for any response to this announcement. Proprietary information submitted should be so marked and will be protected. SSC WHITE PAPER FORMAT 1. General: a. The Technical Section of the White Paper shall be a maximum of 10 typed single space pages and double-spaced between paragraphs, up to 8-1/2" x 11", except as noted above (not including cover page); the Price Section of the White paper shall be a maximum of 2 (suggested) typed single spaced pages up to 8-1/2" x 11", except as noted above (not including cover page). The White Paper shall be concise and to-the-point, avoiding "boilerplate," standard promotional literature, and other filler material. Limitations within sections of the proposal are indicated in the individual descriptions above. White Papers exceeding the page limit may not be evaluated. b. Use Times New Roman Font at 12 point pitch for text. c. Drawings and diagrams are included within the total page count limit. d. Standards and technical papers or methodologies may be referenced in the text. If referenced, a copy of the standard, technical paper, or methodology shall be provided upon request. e. Proposed commercial sources shall include a complete description of the item with explanation as to the applicability to the Program and/or Government requirement. Include an estimate of the durability and supportability of the commercial product. f. Color and/or enhanced graphics are not required. g. Items 1.d. and 1.e do not count against the page count limit. This BAA is issued per Federal Acquisition Regulation (FAR) 6.102(d)(2); there will be neither a formal Request for Proposals (RFP) nor other solicitation issued in regard to this announcement. This announcement should not be construed as a commitment or authorization to incur costs in anticipation of an award; the Government is not bound to make any awards under this announcement. Submission of a White Paper does not assure the company of a subsequent award. The White Paper shall be submitted as a Microsoft Word or Adobe Acrobat file either; (1) as an email attachment to frank.moretti@navy.mil, or (2) on a Compact Disc (CD) to the Contracting Officer at the following address: Naval Surface Warfare Center, Carderock Division, Building 4, Code 3351/F. Moretti, 5001 South Broad Street, Philadelphia, PA 19112-1403. Hard copies are neither required nor desired. However, pictures, drawings, diagrams, and standard corporate literature may be provided in non-electronic media. WHITE PAPER EVALUATION: 1. Evaluation Criteria: White Papers will be evaluated using the following criteria: a. Technical: Addressing issues unique to the design and construction of small craft/air cushion vehicle and planned incorporation of state of the practice technology and/or components. b. Company capabilities: related experience, past performance and unique design tools/techniques which increase the likelihood of achieving the objectives stated. c. Programmatic: Demonstrate understanding of the task as reflected in detail provided, inclusion of a rational and achievable Plan of Action and Milestones. d. Price: The price proposal for the effort shall include a breakdown of the offeror's proposed price as described above. Note: Technical, Company Capabilities, and Programmatic are more important than Price. Technical is the most important criteria. Company Capabilities and Programmatic are equally important but less than Technical, followed by Price. 2. Evaluation Panel: The evaluation of proposals will be performed by an Evaluation Team of Government technical experts drawn from Naval Systems Commands, Navy Warfare Centers, and other Naval and Defense activities/agencies. Further information may be requested for technical clarification. Submission of papers and attendance at any associated workshops(s) will not be compensated and are not a requirement for participation in subsequent procurements nor will the data be used to pre-qualify prospective companies for any future solicitations. If a contract is issued to a company as a result of, or in connection with, the submission of information in response to this BAA, the Government shall have the right to duplicate, use, or disclose the non-proprietary technical data to the extent provided in the contract. Proprietary information submitted should be so marked and will be protected. If proprietary information is provided in either the white paper or final deliverable to this BAA, it will not be incorporated into future SSC design specifications, but may be used to inform design decisions. Information provided in the white paper response to this BAA shall not be disclosed outside the U.S. Government and shall not be duplicated, used, or disclosed, in whole or in part, for any other purpose than for evaluation. The Government may also use selected support contractor personnel to advise or assist in the evaluation and/or administrative handling of any proposals and final deliverables ensuing from this announcement. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary and source-selection information. Submission of a Proposal/White Paper constitutes permission for these support contractors to have access to the submitted proposal/White Paper.
