Description
The General Services Administration (GSA) hereby notifies of the intent to issue a Request for Proposal (RFP) in a negotiated procurement for a General Construction Services contract for the Modernization of Federal Office Building 8, 200 C Street SW, Washington DC. GSA anticipates using funds from the pending FY 2009 Omnibus Appropriations Act. The renovation is being designed in metric units. The building is approximately 51,125 gross square meters (550,307 gross square feet). The selected General Contractor will become a member of the project team during construction, working with GSA, GSA's selected A-E firm, Boggs and Partners Architects, Inc., and other GSA consultants. The scope of the project includes partial demolition, base building construction and tenant fit-out. During construction, the contractor shall ensure that the existing chilled water plant, which feeds an adjacent occupied building, operates without interruption. GSA will continue to maintain this system throughout the construction performance period. The contractor must provide all management, supervision, labor, material, supplies, and equipment (except as otherwise provided) and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. The contractor will perform the construction in accordance with the design specifications, drawings and terms and conditions of the contract. The estimated construction cost range including tenant fit-out is between $120 - $130 million. The Construction Performance Period shall not exceed 1,095 calendar days after issuance of the Notice to Proceed. This timeframe includes tenant buildout. Competitive formal source selection procedures will be used in accordance with FAR 15.3. T he offeror must provide a statement from its bonding corporate surety that appears on the list contained in the Department of Treasury Circular 570 - "companies holding certificates of authority as acceptable sureties on federal bonds and acceptable reinsuring companies", as certifying their bonding capacity for a project with an estimated range for construction cost of $120,000,000 - $130,000,000. Other bonding options are available in accordance with FAR 28.204 and may be provided as an alternative to evidence of corporate bonding capacity. The Government intends to award one fixed-price contract, based on a "best value" approach, for base bid construction plus various options as exercised at the Government's discretion. The selection process will utilize source selection procedures in accordance with FAR 15.3. The selection process will use tradeoffs and technical/management factors are more important than price and price related factors. The Factors are Experience (25%), Past Performance (25%), Project Management Plan (10%), Corporate Approach (5%), Key Personnel (25%), and Apprenticeship Plan (10%). The Offerors must demonstrate past experience providing construction services in the capacity of a tradition General Contractor (GC) on at least two (2) similar projects with at least one (1) project of a value higher than $50M. The Offerors must provide documentation and confirmation of past performance on the projects identified by the offeror under the past experience factor. The offeror must provide a Project Management Plan that conveys the Offeror's intended planning tools for achieving project success in terms of scope, timeliness and quality (to include a Subcontracting Plan and Quality Control Plan as well). The Government will also evaluate the Offeror's Corporate Approach though the Offeror's summary of its management style regarding personnel and staffing plan, along with evaluate the qualifications of key personnel on the Offeror's project team. The Offeror shall promote the growth of skilled craft labor, specifically the contractor's use of a registered apprenticeship program. (As used herein, the term "registered apprenticeship program" is a program that is registered with the United States Department of Labor or State Apprenticeship Council under 29 CFR Part 29.) The General Contractor shall provide professional, technical, administrative and clerical personnel, as needed to perform all required services to renovate the building, including, but not limited to, those described in this pre-solicitation notice. The "Best Value Continuum, Tradeoff Process" is the method that will be used to evaluate price and other factors specified in the solicitation, with the goal being to select the proposal that offers the best value to the Government in terms of performance, quality and pricing. The objective is to select the proposal that offers the most for the money, without necessarily basing selection on the lowest price. The General Contractor shall maintain a team with the expertise and capability to manage and coordinate the timely and orderly development and construction of the proposed project. The General Contractor will be required to assign a project management team as required by the RFP. Construction Services shall include, but are not limited to, renovation and conversion of the building in accordance with the specifications, administration of the construction contract and all subcontracts, coordination of regular construction meetings, CPM scheduling, maintaining of construction records including daily logs and monthly reports, monitoring of construction costs, total building "commissioning" and turnover to designated facility management staff, and other required supplemental services as requested by GSA. During contract performance, the General Contractor shall provide GSA with sound management advice regarding the approach to the project, means to achieve the best value in performance, necessary actions, schedule control, alternative ideas including value engineer, problem/claim prevention, and budgeting. The General Contractor shall have a full understanding of the project, its contract documents, and the principles of Federal construction contracting and contract administration. Most importantly, the General Contractor shall have complete responsibility for renovation and conversion of the facility. Occupancy is expected to commence April 2012. This negotiated procurement will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, and women-owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small, Small Disadvantaged, and Women Owned Small Business Subcontracting Plan, to reflect this commitment. Consequently, an offeror, other than a small business concern, before being awarded a contract exceeding $500,000 ($1,000,000 for construction) will be required to demonstrate that its subcontracting plan represents a creative and innovative program for involving small, small disadvantaged, and women-owned small business concerns as subcontractors in the performance of this contract. If selected for award, the offerors subcontracting plan should be ready for approval without the need to obtain additional information. The GSA goals for subcontracting are as follows: small businesses at least 37% of total subcontracting planned; small disadvantaged businesses at least 6% of small business subcontracting planned; small women-owned businesses at least 5% of small business subcontracting planned, HUBZone small businesses at least 3% of total subcontracting planned; Veteran-owned small businesses at least 5%% of small business subcontracting planned and Service-disabled veteran-owned at least 3% of small business subcontracting plan. The RFP will be ISSUED ON 4 JUNE 2009 via FEDBIZOPS (www.fbo.gov). The TECHNICAL SPECIFICATIONS AND DRAWINGS shall be ISSUED ON 10 JUNE 2009 via a PHYSICAL DISTRIBUTION BETWEEN EACH PROSPECTIVE PRIME OFFEROR AND GOVERNMENT POC. The technical documents, consisting of Drawings and Specifications, will be issued on CD to Prime Contractors only. All those in receipt of the Government Documents are expected to safeguard the sensitive but unclassified information of this project in accordance with the "Document Security for Sensitive but Unclassified Paper and Electronic Building Information," GSA Order, PBS 3490, dated March 8, 2002. All offerors must present a picture ID and documentation confirming their association with the offeror. THERE WILL BE A NON-MANDATORY SITE VISIT on 16 JUNE 2009. Each Offeror and/or Subcontractor will be limited to a maximum of two (2) attendees. Those seeking to attend the Site Visit shall submit Visit Authorization Request (VAR) no later than 12 JUNE 2009 for each proposed visitor. The VAR shall be forwarded via email to Mike Olsen at mike.olsen@gsa.gov or via fax to 202-260-7650. At a minimum, each VAR shall contain the following information: 1) Requesting Offeror's Name, Address, and Telephone Number. 2) Name of the Proposed Visitor. Include First, Middle and Last names for each. 3) Social Security Number of Proposed Visitor. Effective January 1, 2005, the Federal Acquisition Regulation (FAR) requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. In addition, rather than receiving and reviewing paper submissions, government contracting officials can access ORCA and review your information online as a part of the proposal evaluation process. You will no longer have to submit representations and certifications completed in ORCA with each offer. Instead, a solicitation will contain a single provision that will allow you to either certify that all of your representations and certifications in ORCA are current, complete and accurate as of the date of your signature, or list any changes. Any questions regarding this notification should be directed to the Contracting Officer or Contract Specialist whose name appears herein. Offerors are strongly encouraged to register to receive notification of upload the RFP at this site and register on the Interested Vendor List (IVL). Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments if any to the solicitation. PROPOSAL DUE DATES are as follows: TECHNICAL PROPOSAL DUE: 15 JULY 2009 at 1:00 PM EST; PRICE PROPOSAL DUE: 22 JULY 2009 at 1:00 PM EST.
