Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 09-233-SOL-00063 and it is issued as a request for quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The associated NAICS code is 511210. This requirement is solicited under full and open competition. Brand Name Justification: The Administration for Children and Families (ACF) undertook an effort to consolidate numerous stovepipe systems and, after an analysis of various software packages, selected the COGNOS 8 Business Intelligence (BI) tool to provide information analysis and standard reporting of combined systems data. The software provides a technical mechanism to import data from separate systems into a repository and an interface to query and report on the aggregated data. Additionally, all ACF enterprise level solutions must be UNIX based for security reasons, which the Cognos 8 BI software meets. This requirement is for the acquisition of software license renewal to maintain the existing Cognos 8 BI software. This software is manufactured by IBM. The only known distributors of the software are IBM and its authorized resellers. No other software will meet the needs of this requirement. This acquisition is being conducted under FAR parts 12 and 13 for the purchase of the following items, on an all or none basis: Item 1: Cognos 8 Business Intelligence - Administrator, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E066XLL; Quantity: 2; Period of renewal: 12-months. Item 2: Cognos 8 Business Intelligence – Business Author, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E0677LL; Quantity: 10; Period of renewal: 12-months. Item 3: Cognos 8 Business Intelligence – Consumer, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E067BLL; Quantity: 100; Period of renewal: 12-months. Item 4: Cognos 8 Business Intelligence – Event Studio Add-on, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E067LLL; Quantity: 10; Period of renewal: 12-months. Item 5: Cognos 8 Business Intelligence – Non-Production, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E066TLL; Quantity: 2; Period of renewal: 12-months. Item 6: Cognos 8 Business Intelligence – Professional Author, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E067ILL; Quantity: 5; Period of renewal: 12-months. Item 7: Cognos 8 Business Intelligence – Recipient, Authorized User, Annual Software Subscription and Support Renewal, Part Number: E067FLL; Quantity: 100; Period of renewal: 12-months. All items are to be delivered FOB destination, 30 days after award, to 901 D Street SW, Washington DC 20201.
