Description
RECOVERYTHIS ACQUISITION IS EXPECTED TO BE FUNDED BY AMERICAN RECOVERY ACT FUNDS. The project includes the installation and testing of a subsurface seepage management barrier augmented with an injection/extraction well system, located near the barrier, adjacent to a window area. The barrier will have approximate dimensions of 60-80 feet in depth and 1,000 feet in length. The seepage barriers exact length and depth will be determined using detailed field data. It is anticipated that installation of the seepage barrier may prove difficult due to subsurface geologic conditions at the project area. Subsurface conditions consist of limestone sequences characterized by variable hardness qualities, which have undergone secondary dissolution. The method of installation may require creative excavation and installation techniques. Other project work includes installation of monitoring wells with heat-pulsed flowmeters, constructing a 10-ft by 12-ft control building to house electrical controls and panels, completing electrical work and utility coordination with FP&L and AT&T, construction of well pumps and discharge piping system, constructing walkways for westward well access, and improving the bench area for site access. Access to the project site could be from State Rd 997 (Krome Ave.) and/or from U.S. Highway 41 (Tamiami Trail) by S-334 or S-356. The staging area for trailers and equipment is primarily east of S-334 and north of L29 canal as shown on the drawings. The Magnitude of Construction is between $5,000,000.00 and $10,000,000.00. The estimated performance period is 180 calendar days after receipt of the Notice to Proceed. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated on technical, past performance and price. The solicitation will be issued on or about 04 June 2009 and receipt of proposals will be on or about 20 July 2009. THIS IS AN UNRESTRICTED ACQUISITION.
