Description
THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED AS A SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The purpose of this synopsis is to notify interested parties that the USTRANSCOM Directorate of Acquisition anticipates issuance of solicitation/request for proposal (RFP) HTC711-09-R-0015, DISTRIBUTION PERFORMANCE NODAL MODEL (DPNM). The NAICS Code for the proposed acquisition is 541511. The size standard is $25,000,000.00. The Federal Supply Code is D308. Competition for this procurement is limited to eligible SDVOSB firms. The contractor shall construct and integrate a modeling capability to support variable detailed distribution operations into the Analysis of Mobility Platform (AMP) Federation. The contractor shall create a modeling process and interface that allows detailed modeling of distribution nodes to support studies and provides the capability to analyze existing and new distribution concepts of operations (CONOPS). The contractor shall provide nodal models and a cost model to optimize distribution processes, evaluate various distribution CONOPS and policies, and evaluate distribution courses of actions (COA), including inventory decisions. USTRANSCOM/TCAQ-S anticipates issuing the solicitation on or about 2 Jul 2009. No hardcopies of this solicitation will be issued. The solicitation will only be available from the following website: http://www.fbo.gov. Be advised that all interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award. If you are not registered, you may request an application via 888-227-2423 or go to website http://www.ccr.gov. This is a 100 percent Set-Aside for SDVOSB firms.
