Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide Various Concrete, Pavement, and Installation Appearance Repairs, at Naval Air Station Sigonella which includes NAS I, NAS II, Weapons, Niscemi Transmitter, Pachino Target Range, Augusta Bay, and other locations by means of an combination firm fixed price and indefinite delivery/indefinite quantity construction contract. The contract duration shall be 365 calendar days from award. The North American Industry Classification System (NAICS) code is 237310. Contractors will be required to be certified in compliance with the Societa Orgainis d Attestazione (SOA) and provide proof of the certification with the submission of the firms offer. The classification is as follows: Prevailing category OG3, Class IV. The estimated price range is between ?790,500.00 and ?3,952,500.00 Euros. The anticipated guaranteed minimum is ?39,525.00 Euros. The anticipated requirement for the firm fixed price includes paving and miscellaneous minor construction work around launch and recovery pad located at NAS II. The anticipated requirement for the Indefinite Delivery/Indefinite Quantity includes demolition / modification of existing concrete, asphalt, and installation appearance finishes and fencing; repair and preparation of damaged surfaces and infrastructure to facilitate new concrete, asphalt, and installation appearance finishes and fencing, and install new concrete, asphalt, and installation appearance finishes and fencing. Concrete and asphalt finishes include but are not limited to airfield pavements, roadways, parking lots, sidewalks, curbs including miscellaneous work around manholes, gutters, etc. Installation appearance finishes include but are not limited to: stamped concrete, sidewalks, gazebos, grass, shrubbery, bushes, trees, flowers, irrigation systems, retaining walls, aesthetic barriers, etc. Other wor! k may involve miscellaneous minor construction. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested bidders shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted on 3 June 2009. Bids are expected to be due on 6 July 2009 at 2:00PM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. A pre bid conference and site visit has been scheduled for Friday, June 12, 2009 between 0900-1000. Meeting location is Bldg 477 Conference Room, Naval Air Station II, Sigonella, Sicily, Italy at 0900. Please submit your request to attend the site visit to Maria Calimlim at maria.calimlim@eu.navy.mil as soon as possible but no later than Monday, June 8, 2009. Request received after this date will not be accepted.
